Job Description:

Parsons is looking for an amazingly talented Utility / Infrastructure Engineer to join our team!

The Utility / Infrastructure Engineer will be responsible for the technical coordination, review, construction support, inspection, testing, and handover of infrastructure and utility systems across the project. The role will ensure that utility works are delivered in accordance with approved designs, project specifications, applicable codes and standards, authority requirements, and client requirements.

The position will coordinate closely with Civil, Structural, Mechanical, Electrical, Survey, BIM, Construction, Quality, HSE, Planning, Contractors, Utility Authorities, and other project stakeholders to ensure effective delivery of infrastructure and utility networks.

What You'll Be Doing:

  • Coordinate and provide technical engineering support for utility and infrastructure works across the project.
  • Review IFC drawings, specifications, design calculations, utility layouts, profiles, and technical documents.
  • Review and coordinate utility networks including:
    • Potable water
    • Irrigation water
    • Fire water
    • Stormwater drainage
    • Foul sewer
    • TSE / treated sewage effluent
    • District cooling / chilled water networks
    • Fuel systems interfaces
    • Electrical utilities and duct banks
    • ICT / telecommunications ducting
    • Other underground and above-ground infrastructure systems, as applicable.
  • Coordinate utility interfaces with roads, pavements, buildings, structures, airfield facilities, and existing infrastructure.
  • Review utility routes, corridors, levels, slopes, profiles, and connection points.
  • Verify that utility designs consider capacity, hydraulic requirements, constructability, maintainability, and future expansion.
  • Review hydraulic calculations and network capacity requirements for applicable utility systems.
  • Review pipe sizing, pressure requirements, flow rates, gradients, invert levels, manholes, chambers, valves, and associated infrastructure.
  • Coordinate utility crossings and interfaces with existing and proposed infrastructure.
  • Identify clashes and technical interfaces between utility networks and other disciplines.
  • Coordinate with BIM teams to support utility clash detection and 3D coordination.
  • Review contractor shop drawings, material submittals, method statements, and technical submissions.
  • Verify proposed utility materials and equipment comply with approved specifications and project requirements.
  • Provide technical support to construction teams during utility installation activities.
  • Conduct site inspections and verify installation against approved drawings and specifications.
  • Monitor utility installation including excavation, bedding, pipe laying, jointing, backfilling, chambers, manholes, protection, and reinstatement.
  • Verify utility levels, alignment, gradients, coordinates, and dimensional requirements in coordination with the Survey team.
  • Coordinate with Survey Engineers regarding setting-out and as-built verification.
  • Review and witness utility testing activities including pressure testing, leakage testing, flushing, disinfection, CCTV inspection, flow testing, and other applicable tests.
  • Review testing and commissioning procedures and verify test results.
  • Coordinate with relevant authorities and utility service providers for connections, inspections, approvals, and technical requirements.
  • Support coordination with existing utility owners and stakeholders to avoid disruption to operational services.
  • Review and resolve RFIs, technical queries, design clarifications, and site engineering issues.
  • Assess proposed design changes, technical alternatives, and deviations and provide engineering recommendations.
  • Identify utility conflicts, constructability issues, capacity constraints, and technical risks and recommend mitigation measures.
  • Support preparation and review of Inspection & Test Plans (ITPs) for utility works.
  • Coordinate with Quality teams regarding inspections, testing, NCRs, and corrective actions.
  • Review and support closure of utility-related NCRs, punch-list items, and outstanding works.
  • Coordinate utility works with roadworks, earthworks, structures, buildings, airfield pavements, and other infrastructure packages.
  • Ensure appropriate protection of existing utilities during construction.
  • Support utility diversion and relocation works where required.
  • Review temporary utility arrangements and interfaces where applicable.
  • Participate in technical coordination meetings with contractors, consultants, authorities, and project stakeholders.
  • Monitor technical progress and identify engineering issues that may impact construction schedules.
  • Support preparation of technical reports, progress updates, and engineering status reports.
  • Review and verify as-built drawings, survey records, test certificates, commissioning records, O&M manuals, and handover documentation.
  • Support final inspection, testing, commissioning, and handover of utility networks.
  • Ensure infrastructure and utility works comply with applicable Saudi Building Code, AWWA, ASTM, ASME, BS, EN, NFPA, utility authority standards, and project-specific requirements, as applicable.
  • Provide technical guidance to junior engineers and site teams.
  • Support continuous improvement and lessons-learned activities related to infrastructure and utility delivery.

What Required Skills You'll Bring:

  • Bachelor’s degree in Civil Engineering, Mechanical Engineering, Utilities Engineering, or a related discipline.
  • 5+ years of relevant experience in utilities, infrastructure, civil works, or major construction projects.
  • Proven experience in airport, infrastructure, roads, utilities, or large-scale development projects.
  • Good understanding of underground utility networks and infrastructure systems.
  • Experience in multidisciplinary coordination and utility interface management.
  • Experience working with contractors, consultants, authorities, and utility service providers.
  • Professional Engineering certification is preferred.
  • PMP or equivalent project management training is an advantage.
  • Relevant utility / infrastructure certifications are an advantage.
  • AutoCAD Civil 3D / BIM / utility coordination training is preferred.
  • Relevant HSE certification is an advantage.
