Overview:
- The Virginia Department of Health (VDH), Office of Information Management (OIM), is seeking a Programmer Analyst 3 to support data modernization initiatives involving vital statistics and vital records.
- The position will focus on Oracle Application Express (APEX) development for the Virginia Vital Events and Screening Tracking System (VVESTS).
- VVESTS supports mission-critical functions including the Birth Registry, Death Registry (EDRS), and Screening Registry.
- The system integrates with state partners including LVA, DSS, DMV, and DCLS, as well as federal agencies including SSA, CDC, NCHS, and NAPHSIS.
- The role supports modernization and enhancement of an application that manages sensitive PII and PHI data.
- Key priorities include Oracle APEX development, application enhancements, security controls, user experience improvements, performance, and long-term platform sustainability.

Job Description:
- Work as part of the VDH OIM team to plan, coordinate, develop, and implement data modernization initiatives.
- Develop and enhance Oracle APEX applications supporting vital statistics and vital records projects.
- Develop new Oracle APEX pages and application components.
- Implement application enhancements and modern UI capabilities.
- Strengthen security controls for systems containing sensitive PII and PHI.
- Support application performance, maintainability, scalability, and long-term sustainability.
- Develop solutions that support HIPAA and applicable security requirements.
- Support integrations with state and federal partner organizations.
- Troubleshoot and maintain database-driven enterprise applications.
- Collaborate with technical teams and project stakeholders throughout development and implementation.
Responsibilities:
- Design, develop, test, and implement Oracle APEX pages and application components.
- Develop and maintain Oracle database solutions using Oracle 11g, 18c, and 19c.
- Write, troubleshoot, and optimize SQL and PL/SQL code.
- Develop user interface functionality using JavaScript or jQuery.
- Support application modernization, enhancement, and maintenance activities.
- Implement secure application functionality for systems containing PII and PHI.
- Troubleshoot application and database issues.
- Support integrations with internal, state, and federal systems.
- Contribute to application performance and user experience improvements.
- Develop scalable and maintainable Oracle APEX solutions.
- Support documentation, testing, implementation, and ongoing maintenance.

Requirements
Minimum Qualifications:
- 5+ years of experience with Oracle 11g, 18c, or 19c databases.
- 5+ years of strong SQL and PL/SQL experience.
- 5+ years of experience with JavaScript or jQuery.
- 5+ years of Oracle APEX development experience.
- Experience developing, enhancing, troubleshooting, and maintaining database-driven enterprise applications.
- Ability to work with sensitive data and follow applicable security and privacy requirements.
- Ability to work effectively as part of a technical team.
- Must physically reside within the United States for the duration of the assignment.
- Must be legally authorized to work in the United States without employer sponsorship, now or in the future.
- Must be willing to work onsite five days per week for the first 30 days and transition to three days onsite per week afterward based on performance and business needs.
Preferred Qualifications:
- 1+ year of experience with Oracle PL/SQL Web Toolkit.
- 1+ year of experience with RESTful and SOAP Web Services.

Benefits
Compensation:
- Pay Rate: $46–$66/hour.
- Contract Type: 1099 Contract.
- Benefits: No benefits are provided with this 1099 Contract role.
- Candidate maximum rate is calculated by reducing the vendor maximum bill rate by 21.25% and rounding down to the nearest whole dollar.
- Expenses are not reimbursed.
Schedule:
- Full-time contract assignment from October 5, 2026 through June 30, 2027.
- Assignment duration is approximately 9 months.
- Hybrid work arrangement.
- First 30 days require onsite work five days per week.
- After the first 30 days, the schedule may transition to three days onsite per week based on performance and business needs.
