Vendor Contract Management Manager
The Vendor Contract Management Manager is responsible for overseeing the end-to-end management of vendor relationships, contract administration, and contingent workforce programs to ensure operational efficiency, compliance, and value delivery across the organization. This role manages the full contract lifecycle, including contract reviews, renewals, amendments, terminations, governance, and stakeholder engagement activities. The position also supports software asset and license management, budget monitoring, invoicing, cost allocation, and contract negotiations.
In addition, the Procurement Manager leads vendor governance initiatives by monitoring vendor performance, facilitating governance reviews, managing scorecards, and ensuring adherence to organizational vendor management standards and programs. The role is accountable for supporting workforce management processes, including contractor onboarding, offboarding, and workforce planning activities.
Responsibilities
Contract Lifecycle Management
Oversee end-to-end contract lifecycle activities, including contract reviews, renewals, amendments, and terminations.
Maintain ownership of the contract intake portal, contract dashboards, and related reporting tools.
Lead contract governance processes and stakeholder engagement activities.
Ensure contractual compliance with organizational policies and standards.
Coordinate contract negotiations and annual contract renewal activities.
Software Contract and Asset Management
Support software vendor management and contract administration.
Maintain software asset inventories and end-user license records.
Assist with annual software audits and contract renewals.
Manage invoice processing, chargebacks, and true-up activities.
Monitor monthly cost allocations and budget tracking for software-related expenditures.
Workforce Management (Third-Party Resource Management)
Support workforce planning and contingent workforce strategies.
Manage vendor relationships related to third-party resource provisioning.
Oversee contractor onboarding and offboarding processes.
Coordinate resource movement activities and workforce transitions.
Lead and administer workforce-related programs, including annual furlough initiatives.
Vendor Governance and Performance Management
Manage vendor performance scorecards and annual vendor reviews.
Facilitate vendor governance meetings and business reviews.
Ensure compliance with Third-Party Risk Management (TPRM) requirements and Global Vendor Management Programs.
Monitor vendor service delivery and performance against contractual obligations.
Support SOX, OFAC, and other regulatory, compliance, and audit-related inquiries.
Identify opportunities for vendor optimization, cost savings, and service improvement.
Procurement Advisory and Business Partnership
Serve as the Subject Matter Expert (SME) for procurement and vendor management activities.
Act as the primary point of contact and interface between business stakeholders and vendors.
Provide procurement guidance and support to business leaders and teams.
Resolve vendor-related issues and manage stakeholder escalations.
Deliver insights and recommendations to support workforce and vendor management strategies.
Process Improvement and Operational Excellence
Drive SharePoint standardization initiatives and process improvements.
Develop, maintain, and update procurement process documentation and operating procedures.
Identify and implement operational efficiencies across procurement, contract management, and vendor governance activities.
Support continuous improvement initiatives to enhance service delivery and compliance.
Stakeholder Management and Collaboration

Artificial Intelligence and Analytics teams
Information Technology and Global Technology functions
Build and maintain effective relationships with external vendors, partners, service delivery managers, and account managers.
Facilitate alignment between business requirements, vendor capabilities, and organizational objectives.
Governance, Risk, and Compliance
Ensure adherence to procurement policies, vendor management frameworks, and regulatory requirements.
Support risk assessments, vendor due diligence, and compliance reviews.
Maintain accurate records, documentation, and reporting for audit readiness.
Promote strong governance practices across contract management, vendor oversight, and workforce management activities.
Qualifications:
Bachelors Degree Holder (business or finance preferred)
6+ years of progressive business experience in procurement, vendor/contract management roles
In-depth knowledge of Contract Management and procurement principles
Experience working in the relevant spend category, directly and/or in a procurement organization, with understanding of market trends, insights and technologies for Non-IT and/or IT categories
Good negotiations skills – ability to negotiate commercial and contractual terms with the vendors
Experience with sourcing and procurement systems and tools
Understanding of standard contractual terms and conditions to mitigate legal and business risk
Experience in vendor governance and risk management
Knowledge of relevant legislative and regulatory requirements relating to management of third-party outsourcing in the jurisdictions in which Manulife operates
Technical and professional knowledge – demonstrated understanding and application of procurement and vendor management principles and best practices in IT spend category and Non-IT spend category
