Web Designer/Developer IV
We are seeking a senior-level Web Designer/Developer IV to build, enhance, and maintain the web applications that support daily environmental and operational business across multiple regional and territorial partners. This includes maintaining existing custom applications, developing new features, and supporting large-scale information management portals used by government and partner agencies.
The role delivers accessible, tested, documented code that meets federal web governance and Section 508 accessibility requirements.
Key Responsibilities

Plan, design, develop, test, edit, and maintain websites and web applications, ensuring intuitive user flow and strong visual design.

Interview content owners and stakeholders to understand site goals and translate them into functional, accessible interfaces.

Design or oversee creation of graphics, banners, charts, image maps, and other digital assets that enhance site usability and appearance.

Build and maintain custom applications using JavaScript, TypeScript, Python, and frameworks such as Lightning Component, Django, Angular, .NET, WPF, ArcGIS Notebooks, ArcObjects, and Microsoft SharePoint.

Maintain and enhance existing regional applications, including project tracking tools, travel request systems, and custom databases.

Develop and support environmental information management portals, including new modules such as complaints services, vessel tracking tools, consolidated map views, FOIA widgets, export functions, and updates to underlying software platforms.

Provide configuration and administration support for Esri platforms, including workflows, objects, fields, and declarative development tools.

Refine backend database design and improve front-end UI based on user feedback.

Build tools for reporting, inventory tracking, complex data queries, resource reservation, and system usage analytics.

Automate workflows using Microsoft Power Platform and integrate systems such as ServiceNow, Sunflower, eBusiness, and Microsoft O365.

Implement data and system backup protocols, including off‑site redundancy.

Conduct usability testing with end users and incorporate human‑centered design principles.

Work within the Digital Services Playbook, participating in agile ceremonies and applying DevSecOps practices including CI/CD, automated testing, and secure coding standards.

Ensure all products meet Section 508 accessibility requirements and provide documentation demonstrating compliance.

Create and update instructional materials and user guides as application functionality evolves.
Minimum Qualifications

BS/BA degree in a related field or equivalent experience.

6-8 years of industry web development experience.

Proficiency in HTML, JavaScript, TypeScript, and Python.

Experience with frameworks such as Lightning Component, Django, .NET, WPF, and Angular.

Experience with Drupal or other web content management systems; familiarity with Documentum preferred.

Platform experience with Microsoft Power Platform, ArcGIS Notebooks, and ArcObjects.

Strong verbal and written communication skills.

Must be eligible to obtain and maintain a Tier 4 Public Trust and PIV card.
Preferred Qualifications

Experience with Section 508 remediation and accessibility testing.
