Welfare Officer (Dormitory in Changi East)
The Welfare Officer provides holistic support for the well-being, mental health and welfare needs of dormitory residents. The role combines welfare coordination, resident engagement and basic counselling support to promote emotional well-being, harmonious community living and positive social integration within the dormitory environment.
The Officer will handle both day-to-day welfare support and provide counselling intervention for residents experiencing emotional, social or personal difficulties, escalating cases where necessary.
Key Responsibilities
Resident Welfare & Case Support
- Attend to residents’ welfare concerns and provide timely support and follow-up
- Identify vulnerable residents and provide appropriate welfare assistance or referrals
- Support case management and escalate complex or high-risk cases to relevant stakeholders
- Maintain records of welfare cases, interventions and follow-up actions
Counselling & Psychosocial Support
- Conduct basic counselling and support sessions for residents experiencing emotional, social or personal difficulties
- Provide early-stage psychosocial assessment and identify residents requiring further intervention
- Offer crisis support and immediate intervention where required, including appropriate escalation
- Maintain confidentiality of counselling records and case documentation in accordance with guidelines
- Support conflict mediation and emotional stabilisation within the dormitory community
Welfare Programme & Community Engagement
- Plan, coordinate and implement welfare programmes, outreach initiatives and recreational activities
- Conduct resident engagement sessions to understand needs and strengthen communication channels
- Organise mental wellness workshops, awareness programmes and community-building initiatives
- Promote harmonious living and positive community integration among residents
Stakeholder Coordination
- Liaise with employers, NGOs, healthcare providers and relevant stakeholders on resident welfare and counselling matters
- Support referrals to external professional services when required
- Collaborate with partners to enhance resident support and well-being programmes
Reporting & Documentation
- Maintain accurate records of welfare cases, counselling sessions and engagement activities
- Prepare reports on welfare trends, case summaries and programme outcomes
- Ensure proper documentation and compliance with confidentiality and data protection requirements
General Support
- Support dormitory management in welfare-related initiatives and ad-hoc projects
- Perform any other duties assigned by the Management
Requirements
- Diploma or Degree in Counselling, Psychology, Social Work, Community Services or related field
- Relevant experience in counselling, social service, welfare support or community engagement preferred
- Strong interpersonal, communication and conflict resolution skills
- Ability to work with individuals from diverse cultural backgrounds
- High level of empathy, professionalism and emotional resilience
- Ability to maintain strict confidentiality and handle sensitive cases appropriately
- Multilingual ability (e.g., Tamil, Bengali, Mandarin) is an advantage to support effective communication with dormitory residents from diverse backgrounds
- Willingness to work flexible hours when required for welfare or crisis situations
