Rangitaamiro is a Whānau Ora Commissioning entity formed through the collective of National Hauora Coalition, Ngaa Pou Hauora o Tāmaki Makaurau Iwi Māori Partnership Board, and Te Tiratū Iwi Māori Partnership Board.

We commission more than $65 million of Whānau Ora services and support to communities across the upper North Island.

The Opportunity

We are seeking an experienced Whānau Ora Intelligence Manager to lead Rangitaamiro enterprise intelligence, performance and evaluation capability.

This is a key leadership role at the intersection of data, commissioning, investment and whānau outcomes. The role is based in leadership of thought and staff, technical skills and creativity and the ability to diagnose and advise on the development organisational performance.

You will lead three regionally aligned Whānau Ora Analysts across Tāmaki Makaurau, Waikato/Tainui and Te Tai Tokerau, creating a coordinated enterprise intelligence function that brings together regional insight, provider performance, financial and non-financial information, whānau voice and evaluation evidence.

Reporting to the GM Commissioning, you will provide trusted intelligence and advice to Regional Managers, the Chief Executive and Board, helping ensure significant public investment is directed by strong evidence, measurable outcomes and a clear understanding of what makes a difference for whānau.

What You'll Lead

In this role you will:

• Lead, coach and develop three Whānau Ora Analysts, building a connected community of analytical practice across the regions.
• Lead Rangitaamiro enterprise approach to regional intelligence, investment analysis, performance reporting and evaluation.
• Lead intelligence across the full commissioning lifecycle — from needs assessment and regional planning through investment design, procurement, delivery, review and recommissioning.
• Turn complex quantitative and qualitative information into clear, practical advice for commissioning and investment decisions as well as providing a base for strategic decision making based on data.
• Oversee organisational and provider performance reporting against outcomes, KPIs, investment measures and strategic priorities.
• Integrate financial and non-financial performance information to strengthen investment analysis, forecasting, value-for-money assessment and organisational assurance.
• Develop dashboards, insights and reporting for executive leadership and governance.
• Establish strong standards for data quality, governance, privacy, security and responsible use, including appropriate stewardship of Māori data.
• Lead and coordinate evaluation, impact assessment and organisational learning.
• Translate evidence and emerging trends into recommendations that improve provider development, commissioning practice, innovation and future investment.
• Work across Rangitaamiro's regional matrix to connect local intelligence with a consistent One Rangitaamiro enterprise view.

About You

You are an experienced intelligence, performance, evaluation or analytical leader who can see both the detail in the data and the bigger system it represents.

You know that good intelligence is not simply about producing reports. It is about helping leaders make better decisions, identifying risks and opportunities early, understanding whether investment is achieving its intended impact, and ensuring evidence remains connected to the aspirations and lived realities of whānau.

You will bring:

• Imagination, curiosity and powerful communication skills
• Substantial experience leading business intelligence, performance, evaluation or analytical functions.
• Demonstrated people leadership and experience developing high-performing analytical capability.
• Experience translating complex and sometimes conflicting evidence into clear recommendations for senior executives and governance.
• Experience supporting commissioning, investment, funding or complex service-delivery decisions.
• Strong analytical and systems-thinking capability.
• Knowledge of performance measurement, evaluation and continuous improvement methodologies.
• Understanding of data governance, privacy, information security and data quality.
• Ability to integrate financial and non-financial information and assess investment performance and value.
• Strong executive and Board-level reporting, presentation and advisory skills.
• Excellent relationship management and the ability to influence across regional and functional teams.
• Sound judgement, political awareness and attention to detail.
• A relevant tertiary qualification or equivalent senior-level experience.

Experience within Whānau Ora, Māori health or social services, public investment, government commissioning, social investment or provider performance would be highly valued.

Knowledge of Māori data sovereignty, Whānau Ora outcomes frameworks and culturally grounded approaches to evidence will also be an advantage.
