Workplace Safety & Health Officer (WSHO) – HDB Construction

Salary: Up to $7,500 per month
Employment Type: Full-Time / Permanent
Work Location: North Singapore (Project Site)
Working Hours: Monday to Friday, 8:00am – 5:00pm & Alternate Saturday, 8:00am – 5:00pm

Job Responsibilities

• Manage and oversee Workplace Safety and Health (WSH) matters for construction projects, with a strong focus on HDB residential developments.
• Develop, review and implement Safety Management Systems, Safe Work Procedures (SWP), Risk Assessments (RA) and other WSH documentation in accordance with statutory and project requirements.
• Conduct regular site safety inspections, audits, toolbox meetings, safety briefings and training for employees, contractors and subcontractors.
• Monitor and enforce compliance with WSH legislation, project safety requirements, site safety rules and safe work practices.
• Identify workplace hazards and unsafe practices, recommend appropriate control measures and follow up on corrective and preventive actions.
• Conduct investigations into workplace accidents, incidents, near misses and WSH non-compliances, and recommend appropriate remedial measures.
• Prepare and maintain WSH reports, safety statistics, inspection records, incident reports and other required safety documentation.
• Coordinate emergency preparedness activities, emergency response training and site emergency drills.
• Lead and coordinate site safety personnel and work closely with the Project Manager, project teams, contractors and subcontractors to maintain a safe working environment.
• Liaise with the Ministry of Manpower (MOM) and other relevant authorities on WSH matters, inspections and regulatory requirements.
• Organise and implement safety campaigns, initiatives and training programmes to promote a strong workplace safety culture.
• Review contractors' and subcontractors' Risk Assessments, Safe Work Procedures, Method Statements and other safety-related submissions.
• Perform other WSH-related duties as assigned by Management.

Requirements

• MOM-registered Workplace Safety and Health Officer (WSHO).
• Minimum 5 years of relevant Workplace Safety & Health experience within the construction industry.
• Prior HDB construction project experience is highly preferred.
• Diploma or Degree in Occupational Safety & Health, Engineering or a related discipline is preferred.
• Fire Safety Manager (FSM) or other relevant fire safety certification will be an advantage.
• Good knowledge of Singapore WSH legislation, construction safety requirements, Risk Assessments and Safe Work Procedures.
• Hands-on experience conducting site safety inspections, audits, toolbox meetings, safety training and accident/incident investigations.
• Experience liaising with MOM, project stakeholders, contractors and subcontractors on WSH matters.
• Strong communication, interpersonal and coordination skills.
• Able to work independently and proactively in a site-based construction environment.
