WSH Officer (HDB)

Job Description

  • Implement and monitor the project WSH Management System in compliance with MOM, WSH Act, HDB and project safety requirements.
  • Conduct regular site inspections and safety audits to identify unsafe conditions, unsafe work practices and potential hazards.
  • Review and monitor Risk Assessments (RA), Safe Work Procedures (SWP) and Method Statements for all construction activities.
  • Monitor high-risk works including piling, excavation, lifting operations, structural works, PPVC/precast installation, work at height and façade works.
  • Coordinate WSH matters with Project Management, Site Supervisors, subcontractors, consultants and workers to ensure safe work practices.
  • Monitor traffic and pedestrian management, including construction vehicle movement, delivery activities, site access and worker/public segregation.
  • Conduct safety induction, toolbox meetings and safety briefings to ensure workers understand site hazards and safety requirements.
  • Monitor housekeeping, access routes, scaffolding, temporary works, lifting equipment and site facilities and ensure timely rectification of safety issues.
  • Investigate accidents, incidents and near misses, prepare reports and follow up on corrective and preventive actions.
  • Maintain WSH records and prepare regular safety reports, including inspection reports, RA/SWP, training records, incident records and audit findings.

Requirements

  • Registered WSH Officer with MOM and possess a valid WSH Officer registration.
  • Minimum 3–5 years of Singapore construction experience, preferably in HDB, Condominium, Commercial or large-scale Building projects.
  • Strong knowledge of WSH regulations, Risk Assessment (RA), Safe Work Procedures (SWP), Permit-to-Work and Singapore construction safety requirements.
  • Experience in high-risk construction activities, including lifting, structural works, work at height and M&E works.
  • Good experience in subcontractor and multi-work-front coordination, including traffic management and public safety within active construction environments.
  • Good communication, inspection and reporting skills, with the ability to conduct safety briefings, investigate incidents and follow up on corrective actions.
