Circular Action Alliance (CAA) is a U.S. Producer Responsibility Organization (PRO) dedicated to implementing effective Extended Producer Responsibility (EPR) laws for paper and packaging. As a nonprofit, producer-led organization, CAA is committed to helping producers comply with EPR laws, delivering harmonized best-in-class compliance services, and working with governments, businesses, and communities to reduce waste and recycle more. The organization was founded in 2022 in response to the passage of EPR laws in multiple states, with 20 producers representing the food, beverage, consumer goods, and retail industries serving as founding members and governing leaders. CAA is the only organization approved to implement U.S. EPR laws for paper and packaging, operating as the single PRO in California, Colorado, Maryland, Minnesota, Oregon, and Washington. The organization's mission is to create a circular economy for paper and packaging by supporting producers in meeting their compliance obligations, investing in recycling infrastructure, and developing responsible end markets. CAA works with Founding Members who are leaders across the food, beverage, consumer goods, restaurant, and retail industries, including Amazon, Coca-Cola, PepsiCo, Starbucks, Nestlé, McDonald's, and many others, to realize the full potential of the nation's first EPR laws.
