PA Consulting's story began in 1943, amidst the backdrop of World War II. Founded as Personnel Administration by Ernest E. Butten, Tom H. Kirkham, and Dr. David Seymour, the firm's initial mission was to enhance productivity in UK munitions factories by pioneering new approaches to people management. This early focus on human ingenuity and efficiency laid the groundwork for decades of innovation and transformation. Even in its nascent stages, PA demonstrated a willingness to challenge conventions, famously training women to assemble bombers – a controversial move at the time – thereby boosting factory output while freeing up men for the front lines. This bold spirit and commitment to practical solutions became hallmarks of the company. The post-war era saw PA Consulting embark on a significant growth trajectory. By 1964, the firm, now known simply as PA Consulting Group, had expanded its reach and services. The 1970s marked a major milestone, with PA becoming the world's largest management consulting firm by headcount, boasting a strong international presence, particularly across the Commonwealth.
