Account Director - Public Sector

Join as a Public Sector Account Director and lead the strategic development of relationships with some of the UK's most influential public sector organisations. Acting as the primary client lead, you will bring together WTW's market-leading insurance, risk, claims and advisory capabilities to help clients manage risk, meet governance requirements and deliver better outcomes for the communities they serve.

The role is designed for an individual who can operate confidently with legal, procurement, finance, risk and project stakeholders, providing practical insurance advice in the context of contractual obligations, liability allocation, evidence of cover, tender evaluation and governance requirements.

The successful candidate will work alongside client servicing, placement and claims colleagues, but will not be expected to perform routine broking administration, renewal processing, MTA handling or transactional portfolio servicing.

The Role

  • Provide specialist insurance advisory input on contracts, tenders, procurement exercises and strategic projects.

  • Review, interpret and challenge contractual insurance requirements, liability provisions and risk transfer mechanisms.

  • Support clients in evidencing and verifying insurance compliance before and after contract award.

  • Translate technical insurance issues into clear commercial advice for legal, procurement, finance and project teams.

  • Develop PSP’s advisory capability in areas where insurance intersects with contracts, governance, procurement and project delivery.

Key Responsibilities

Insurance Advisory

  • Advise clients on appropriate insurance structures for major projects, outsourcing arrangements, service contracts and commercial agreements.

  • Interpret insurance clauses, policy wordings, limits, deductibles, indemnity provisions and evidence of cover requirements.

  • Provide advice on whether insurance requirements are reasonable, proportionate, commercially achievable and aligned to the client’s risk profile.

  • Support clients in understanding the practical insurance implications of contractual risk allocation.


Legal and Contractual Risk

  • Review insurance provisions within contracts and tender documents.

  • Analyse indemnity clauses, hold harmless wording, liability caps, waiver provisions and risk transfer obligations.

  • Support negotiations or clarifications where counterparties, bidders or suppliers raise insurance-related queries.

  • Work constructively with external lawyers, in-house legal teams and commercial managers to ensure insurance requirements are clear and enforceable.

Procurement and Tender Support

  • Draft or review insurance specifications for procurement documents and tender packs.

  • Support evaluation of bidder insurance responses, including adequacy of limits, cover type, policy basis and insurer evidence.

  • Assist procurement teams with insurance clarifications, bidder queries and post-award insurance verification.

  • Provide auditable rationale and documented advice suitable for governance, procurement and internal approval processes.

Project and Commercial Advisory

  • Act as insurance adviser on infrastructure, construction, outsourcing, PFI/PPP, framework, supplier and strategic commercial projects.

  • Advise on project-specific insurance requirements, risk allocation, evidence of cover and compliance milestones.

  • Support project sponsors, technical teams, finance and legal advisers during procurement, mobilisation and contract management stages.

  • Provide technical input to risk workshops, contract reviews and stakeholder briefings.

Internal Collaboration

  • Work alongside client service, placement, claims, analytics, risk engineering and specialist advisory colleagues.

  • Act as a technical reference point for PSP colleagues on contractual insurance questions.

  • Help develop advisory templates, guidance notes, search criteria and thought leadership for PSP’s legal and contractual risk proposition.

What you’ll bring

  • Strong understanding of commercial insurance, contractual risk or legal/procurement environments.

  • Ability to review contracts and identify insurance, indemnity, liability and compliance issues.

  • Confidence working with in-house counsel, external lawyers, procurement leads, commercial managers and senior stakeholders.

  • Experience providing written advice, technical commentary or structured recommendations on complex risk issues.

  • Commercial judgement: able to distinguish between technically ideal outcomes and proportionate, practical solutions.

  • Strong communication skills with the ability to explain complex insurance and contractual points in plain English.

  • ACII, legal qualification, procurement qualification or equivalent practical experience would be highly relevant.
