Analyst Programmer (Sr/Staff) - 2 Positions
SUMMARY
Oversees project implementations. Facilitates designing, coding, testing, implementing, maintaining and supporting application software and application systems as assigned by the Enterprise Applications Supervisor or Applications Lead. Responsibilities may also include component and data architecture design, performance monitoring, product evaluation and buy versus build recommendations, in addition to making recommendations on using existing code vs. developing new code. Interfaces with and cross trains other Programmer Analysts to ensure an understanding of the Application development standards.
EDUCATION
- Bachelor's degree in (preferably) Management Information Systems or Computer Science. Without a degree, 5 years full time technical experience, or 5 years full time programming and SQA testing experience. (Required)
- Other: Full time technical experience in that specific area associated with the job may be substituted for programming experience at a ration of 2 years programming experience for every 3 years technical experience. Maximum transferable credit is 5 (Preferred)
EXPERIENCE - Senior level 5 Years + full time programming and SQA experience. (Required)EXPERIENCE - Staff level
8 Years + full time programming and SQA experience. (Required)

ESSENTIAL RESPONSIBILITIESPROGRAMMER ANALYST DUTIES - SENIOR:Designs, codes, tests, implements, maintains and supports application software and application systems as assigned by the Enterprise Applications Supervisor orApplications Lead. Develops procedures and guidelines for section.Participates in the application development life cycle process through reviews of the product at each phase and develop the appropriate documentation.Develops application software, test plans and test cases for applications or projects, ensuring that specification requirements have been achieved andthat integration integrity has been maintained, meeting Software Quality Assurance requirements.Interfaces with the application sponsor (customer) and/or technical and management personnel outside the department. Facilitates meetings withcustomers.Writes or uses applicable programming methodology for applications development.Identifies and resolves complex problems.Interfaces with and cross trains other Programmer Analysts to ensure an understanding of the Application development standards.
PROGRAMMER ANALYST DUTIES - STAFF:
Manages all aspects of software development. Develops procedures and guidelines for section.
- Facilitates the application development life cycle process through reviews of the product at each phase and develop the appropriate documentation.
- Develops application software, test plans and test cases for applications or projects, ensuring that specification requirements have been achieved and that integration integrity has been maintained, meeting Software Quality Assurance requirements.
- Interfaces with the application sponsor (customer) and/or technical and management personnel outside the department. Facilitates meetings with customers.
- Writes or uses applicable programming methodology for applications development.
- Identifies and resolves complex problems.
- Interfaces with and cross trains other Programmer Analysts to ensure an understanding of the Application development standards.
- Oversees large to complex project implementations.
OTHER RESPONSIBILITIES
- Accept ERO position as needed.
- Accept outage position as needed.
- Provides time and resource estimates on software design and development.
- Develops and documents Program/System Specifications.
- Accepts leadership role in project teams as requested.
SPECIAL SKILLS, KNOWLEDGE AND QUALIFICATIONS
- Ability to obtain and maintain unescorted access.
- Ability to organize work effectively, conceptualize and prioritize objectives and exercise independent judgment based on an understanding or organizational policies and activities.
- Possesses knowledge of Software Development Life Cycle, programming and design techniques and modeling tools.
