BESS Project Delivery Manager / Sr. Manager(TW/JP)_BESS專案交付經理 / 資深經理(台灣/日本)

The BESS Project Delivery Manager / Sr. Manager, can base in Taiwan (with travel to Japan) or in Japan, leads utility-scale battery energy storage projects (solar PV and other renewables secondary). The role supports pre-financing work and owns delivery from Financial Close through EPC execution, commissioning and COD, integrating technical, commercial and financing workstreams to keep projects bankable, on schedule, on budget and on target for investment return. Focus: EPC delivery, O&M readiness, bankability and returns.

本職位工作地點為台灣(需出差至日本)或日本當地，主導大型電池儲能專案(太陽光電及其他再生能源為輔)。職責涵蓋融資前準備支援，並自融資交割起負責 EPC 執行、試運轉至 COD 的交付，整合技術、商務與融資工作流程，確保專案具可融資性、依時程與預算執行並達成目標投資報酬。核心重點為 EPC 交付、O&M 營運準備、可融資性與投資報酬。

Key Responsibilities｜主要職責

1.Own the integrated delivery plan from pre-Financial Close to COD: governance, scope, schedule, budget, milestones, critical path and decision gates.
主導自融資交割前至 COD 的整體交付計畫，含治理、範圍、時程、預算、里程碑、關鍵路徑及決策節點。

2.Lead EPC strategy, tender, evaluation, negotiation, award and administration, ensuring clear scope, completion obligations, guarantees, LDs, security, insurance and interfaces that support bankability.
主導 EPC 策略、招標、評選、議價、決標及履約管理，確保範圍、完工義務、保證、損害賠償、擔保、保險及介面責任明確且可融資。

3.Direct engineering, procurement and construction with the EPC contractor, Owner's Engineer and advisers across BESS, PCS, transformers, substation, grid connection, civil, SCADA/EMS, telecoms, fire protection and testing.
協同 EPC 承包商、業主工程師及顧問統籌設計、採購與施工，涵蓋電池系統、PCS、變壓器、變電站、併網、土建、SCADA/EMS、通訊、消防及測試。

4.Maintain rigorous project controls (baseline schedule, cost forecast, contingency, risks, change control, claims, documents, progress, reporting); escalate variances early with recovery plans.
維持嚴謹專案控制(基準時程、成本預測、備用金、風險、變更、索賠、文件、進度及報告)，並及早提出重大偏差的復原方案。

5.Coordinate land, permitting, environmental, grid, utility and stakeholder workstreams needed for Financial Close, construction start, energization and COD.
協調土地、許可、環境、併網、電力公司及利害關係人工作流，達成融資交割、開工、送電及 COD 條件。

6.Drive bankability by leading lender and lender's technical adviser due diligence, closing gaps, answering queries and satisfying conditions precedent on time.
主導融資機構及其技術顧問盡職調查，補足缺口、回覆問題並如期滿足先決條件。

7.Protect shareholder returns by challenging cost assumptions, evaluating value engineering and contracting options, and quantifying impacts of schedule, design, degradation, warranty, availability and lifecycle cost on value, debt sizing, DSCR and equity IRR.
檢視成本假設、評估價值工程與契約方案，並量化時程、設計、衰退、保固、可用率及生命週期成本對專案價值、融資額度、DSCR 及股東 IRR 的影響。

8.Develop the O&M and operational-readiness plan before COD: O&M contract, LTSA/warranty, spares, staffing, maintenance, dispatch/optimizer interfaces, KPIs, availability and degradation, HSE, emergency response, budgets and handover documents.
於 COD 前完成 O&M 與營運準備計畫：O&M 合約、LTSA/保固、備品、人力、維護、調度與優化商介面、KPI、可用率與衰退、HSE、緊急應變、預算及移交文件。

9.Lead commissioning, performance testing, reliability runs, acceptance, punch-list and defects, securing timely energization, Provisional Acceptance, COD and handover.
主導試運轉、性能測試、可靠度運轉、驗收、缺失清單及瑕疵管理，確保如期送電、暫時驗收、COD 及營運移交。

10.Lead project teams and manage contractors, suppliers, consultants, lenders, offtakers, aggregators, utilities, authorities and shareholders; deliver concise, decision-ready reports to management, investment committee and board.
領導專案團隊，管理承包商、供應商、顧問、融資機構、承購方、聚合商、電力公司、主管機關及股東，向高階主管、投審會及董事會提供精簡且可決策的報告。
