Summary

The BSA Program Manager reports to the Director of BSA and assists with responsibility for the oversight and management of the Dickinson Financial Corporation (“DFC”) BSA/AML/CFT Program. This is an enterprise-wide program for all DFC banks and is centralized in downtown Kansas City, MO. The BSA Program Manager is responsible for specific aspects of the BSA/AML/CFT Program listed below as well as collaborating with the Director of BSA as needed. This position is responsible for ensuring that all related actions are tracked to completion with accurate and timely reporting to the appropriate parties.

Responsibilities

  • Oversee Financial Risk functions, including managing the Financial Risk Team.
  • Assist in directing and executing the Bank’s BSA/AML/CFT compliance program, including BSA, AML, CIP, and OFAC, in accordance with policies and regulations.
  • Conduct all duties in compliance with applicable laws, regulations, and internal policies.
  • Serve as one of the Bank’s 314(b) contacts.
  • Develop, maintain, and enhance BSA/AML/CFT/BaaS policies and procedures aligned with regulatory expectations.
  • Identify program weaknesses or noncompliance and recommend corrective actions.
  • Track regulatory updates, potential impacts to the Bank’s BSA Program, and assist in potential program adjustments needed due to regulation changes.
  • Track vendor and platform updates, upgrades and enhancements. Assist in evaluating how these changes impact day to day BSA processes and be a collaborator with other internal resources on behalf of BSA.
  • Assist in the maintenance of new BaaS partners and serve as the second in command on embedded banking operations for BSA.
  • Help evaluate prospective Fintech partners through risk assessments, due diligence and policy reviews.
  • Collaborate internally to communicate concerns regarding BaaS partner activity.
  • Provide strategic leadership over AML monitoring systems and BaaS compliance technology including platform tuning and optimization.
  • Assist with vetting out potential technology enhancements or workflow efficiencies for the BSA program.
  • Assist with BSA/AML exams, audits, and model validations.
  • Assist in preparing reports for senior management and the Board of Directors.
  • Provide BSA/AML guidance and training to front-line staff.
  • Participate in career development, 1:1 meetings, and department meetings.
  • Complete required BSA/AML and regulatory training in a timely manner.
  • Support corporate initiatives and vision, including the Six Pillars of Success.
  • Perform other related duties as assigned.
