The successful candidate will be responsible for the full complement of the budget program and provide support and guidance in establishing and executing financial planning and analysis processes identifying and resolving issues consistent with industry best practices. Responsibilities involve programs, systems, functions, policies, and numerous critical issues associated with all phases of the budget analysis process and financial performance. Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on 09/10/2026 will be considered. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience. This position is being advertised at the Journey Band level, equivalent to a GS-9-13. The salary range for this position is $70,623.00 - $158,322.00. The salary figures include locality pay. Promotion potential to a GS-13 is at management's discretion. The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations. Formulates, reconciles, and executes the budget for the USPS Office of the Inspector General Forecasts budgetary operations on a monthly, quarterly, and annual cycle, ensuring alignment with agency financial goals. Prepares detailed narrative and quantitative budget justification estimates and statements for review. Analyzes budget activities (monthly, quarterly, and annually) of the agency to notify management of trends toward over-expenditure or under-utilization of funds. Recommends solutions to intricate budgetary problems and issues in all phases of budget administration. This includes reviewing, researching, and proposing alternative budget strategies. Assists with USPS budget and financial policies by implementing and monitoring policy regulations and providing guidance to OIG employees. Presents comprehensive financial information during various agency and external meetings, ensuring clarity and accuracy.
