Business Analyst
We are seeking a Business Analyst with operational modelling experience to support a provincial clinical information solution program undergoing significant digital health transformation. This role is central to designing and validating a multi-entity operating model that will consolidate and standardize digital health systems across a large public sector health system. The ideal candidate will translate the program vision into a sustainable, province-wide clinical information solution by overseeing the lifecycle of clinical, technical, business, and operational capabilities across shared services and regional health authorities. This is a strategic opportunity to shape how healthcare delivery will be transformed through standardized digital systems and unified patient-centric care.
This position requires someone who can facilitate multi-entity discussions and develop comprehensive operating models to support large-scale healthcare transformation initiatives. The role involves collaborating closely with subject matter experts, clinical and technology stakeholders, and health administrative leaders to conduct assessments, develop frameworks, analyze capabilities, and create models that achieve consensus on sensitive matters such as service delivery options and organizational structure. Responsibilities include supporting end-to-end capability model development, facilitating workshops with provincial leadership to establish guiding principles and decision rights, designing functional distribution of roles and responsibilities across a multi-entity structure, and supporting options analysis for service delivery models. The successful candidate will produce strategic deliverables including approach frameworks, integrated project plans, governance frameworks, stakeholder engagement plans, capability models, and executive communications, while managing concurrent workstreams and monitoring dependencies and progress against plans.
This position is remote with required travel to the work location at least once monthly throughout the engagement.
Qualifications
- University degree in Business Administration, Health Informatics, Information Technology, or a related discipline, or equivalent combination of relevant education and demonstrated professional experience in healthcare or information systems.
- 10+ years - Canadian healthcare experience with proven track record navigating and managing multi-organizational partnership needs to enable large-scale transformative healthcare and digital health initiatives within provincial, regional, or health network environments.
- 15+ years - Consulting experience in strategic planning, business planning, and operating model development for complex digital health initiatives, engaging with senior-level executives and interprofessional teams from hospitals, regional health authorities, or government entities.
- 10+ years - Government and health system management and planning experience providing strategic leadership, expertise, and project or program management to design, implement, and evaluate policies, clinical programs, operations, administrative, and IT infrastructure.
Nice to Have
- 10+ years - Demonstrated expertise facilitating multi-entity discussions and workshops for large-scale healthcare and digital health initiatives, aligning stakeholder goals with business objectives, and obtaining buy-in and consensus on sensitive subject matters.
- 8+ years - Demonstrated experience working with or implementing Clinical Information Systems or other IT and digital health projects in Canada in collaboration with diverse stakeholders such as executives, clinicians, IT, privacy and security.
- 5+ years - Demonstrated experience supporting healthcare operating model development to enable cost-effective, high-quality, and sustainable programs in a matrixed environment.
- 10+ years - Project or program leadership managing concurrent workstreams of large-scale healthcare and digital health initiatives in a matrixed environment, from initiation to execution to close out, monitoring dependencies and progress, preparing targeted communications for diverse audiences, managing risks and resources, and aligning stakeholder needs with business objectives.
- 10+ years - Exceptional verbal and written communication skills to convey and facilitate complex and sensitive subject matters to foster collaboration, obtain buy-in and consensus, and influence change to enable healthcare transformation with senior-level stakeholders. Fluency in both official languages is an asset.
