Business Analyst (OutSystems Delivery)

About the Role

We are seeking an experienced Business Analyst to support the delivery of digital products and services within a dynamic Agile environment. The successful candidate will work closely with business stakeholders, product owners, technical teams, and external vendors to analyse business needs, define requirements, improve business processes, and support the delivery of solutions that enhance user experience and operational effectiveness.

This role is ideal for a proactive and collaborative Business Analyst with experience in Government or Public Sector digital transformation initiatives, Agile delivery methodologies, and modern application platforms.

Key Responsibilities

Business Analysis & Requirements Management

• Engage business stakeholders, product owners, operational teams, and external vendors to gather, analyse, and document business requirements.
• Translate business requirements into functional specifications, user stories, acceptance criteria, process flows, user journeys, wireframes, metrics, and other project artefacts.
• Conduct business impact assessments, gap analyses, and feasibility assessments for new initiatives, enhancements, incidents, and integration requirements.
• Analyse existing business processes and identify opportunities to improve efficiency, service delivery, and user experience.
• Facilitate workshops, solution discussions, requirement gathering sessions, sprint refinement meetings, and user acceptance review sessions.
• Work closely with Product Owners and delivery teams to prioritise requirements and maintain a well-managed product backlog.

Agile Delivery & Solution Support

• Collaborate with cross-functional Scrum teams to ensure business requirements are accurately translated into solution designs and delivered outcomes.
• Participate actively in Agile ceremonies, including backlog grooming, sprint planning, sprint reviews, retrospectives, and release planning.
• Support solution design discussions involving OutSystems, AWS services, APIs, and system integrations.
• Review functional designs and proposed solutions to ensure alignment with business goals and operational requirements.
• Assist with release planning, backlog prioritisation, and delivery coordination activities.

Testing & Production Support

• Support System Integration Testing (SIT) and User Acceptance Testing (UAT), including test scenario preparation, business validation, defect triage, and deployment readiness assessments.
• Assist in production incident investigations, root cause analysis, issue resolution, and service recovery activities.
• Collaborate with technical teams to assess impacts and recommend corrective or preventive actions.

Documentation & Stakeholder Management

• Prepare and maintain comprehensive project documentation, including business requirements, functional specifications, process maps, user guides, training materials, and operational procedures.
• Support stakeholder communications, change management initiatives, and user adoption activities.
• Conduct user training sessions and business briefings as part of system implementation and release activities.
• Work closely with cybersecurity, operations, platform, and infrastructure teams to ensure compliance with government policies, security requirements, governance standards, and operational procedures.

Requirements

Essential Requirements

• Minimum 4 years of experience as a Business Analyst supporting digital products or technology projects.
• Experience working in Agile Scrum environments and across the end-to-end project lifecycle.
• Strong experience writing user stories, acceptance criteria, functional specifications, and business process documentation.
• Experience participating in Agile ceremonies such as backlog refinement, sprint planning, sprint reviews, and retrospectives.
• Hands-on experience supporting User Acceptance Testing (UAT) activities.
• Experience using collaboration and project management tools such as JIRA, Confluence, or similar platforms.
• Strong stakeholder engagement, communication, facilitation, and analytical skills.

Preferred Requirements

• Experience delivering Government or Public Sector digital products and services.
• Experience working with OutSystems-based solutions and delivery teams.
• Familiarity with the GovTech technology stack and related delivery environments.
• Experience supporting projects involving legacy system modernisation and application transformation initiatives.
• Experience integrating applications with external systems, APIs, AI, or Machine Learning services.
• Experience conducting UX research and problem discovery activities
• Familiarity with AI-assisted tools used for research, analysis, documentation, and productivity improvement.
• Understanding of government ICT governance, security policies, and compliance requirements, including IM8-related practices.
