We are more than 34,000 people, in over 30 countries, dedicated to improving quality of life. Everyone has an important role to play. With the power of many curious minds, together we can solve the world’s most complex challenges and deliver more impact together.
Role description:
Arcadis is seeking a highly skilled and motivated Change Manager to support one of the most iconic and consequential infrastructure initiatives in the United States — the Gateway Hudson Tunnel Project (HTP).
We are working as the Delivery Partner along with team members and selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program — one of the most ambitious and impactful transportation initiatives in the nation — and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor.
The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey.
This is more than just a job — it’s a once-in-a-generation opportunity to contribute to a nationally significant infrastructure program that will reshape rail transportation, drive sustainable economic growth, and improve regional accessibility for millions. As part of this high-performing, multidisciplinary team, you will help deliver excellence on one of the most technically complex and high-profile projects in the world.
If you're seeking to make a meaningful, lasting impact — while advancing your career alongside some of the best minds in the industry — this is your moment.
The Change Manager will lead and oversee all change management activities for the Hudson Tunnel Project. This role ensures that every proposed alteration to scope, cost, schedule, risk, environmental commitments, or contract documents is reviewed, evaluated, and implemented through a disciplined, transparent process aligned with the Hudson Tunnel Project Management Plan (HTP PMP) and Delivery Partner procedures.
Role accountabilities:
- Develop and maintain a comprehensive Change Management Plan tailored to the Package’s needs, consistent with the HTP PMP and any supplemental SEP requirements.
- Receive, log, and triage all change requests (CRs) from GDC, SEP, Project Contractors, and other stakeholders.
- Coordinate impact analyses for each CR, evaluating effects on:
- Project scope, design, and technical specifications
- Cost estimates, budgets, and contingencies
- Schedule milestones and integrated master schedule
- Risk registers and mitigation strategies
- Environmental compliance commitments
- Facilitate Change Control Board (CCB) meetings and other governance forums, preparing agendas, supporting materials, and post-meeting minutes.
- Ensure updates to contract document drawings, specifications, submittals, Nonconformance Reports (NCRs), and Requests for Information (RFIs) accurately reflect approved changes.
- Work closely with project controls, document control, design review, and interface management teams to coordinate cross-discipline change impacts and integration.
- Track change status through the PMIS platform, maintain a centralized change log, and report on change metrics in Daily, Monthly, and Quarterly Package Reports.
- Provide recommendations for expedited processing of high-impact or time-sensitive changes.
- Support dispute and conflict resolution by supplying technical documentation and change history to adjudication teams.
- Drive continuous improvement of change management processes, capturing lessons learned and updating procedures accordingly.
Qualifications & Experience:
- Bachelor’s degree in Civil Engineering, Construction Management, or a related discipline.
- Minimum of 7 years of experience in change management on large-scale infrastructure or transit projects.
- Deep understanding of EPA, NEPA, FTA, FRA, and other regulatory change control requirements.
- Proven track record implementing change management processes within complex, multi-contract delivery environments.
- Proficiency with project controls software and PMIS platforms for change tracking.
- Exceptional analytical skills to perform thorough impact assessments across cost, schedule, risk, and environmental factors.
- Strong communication and facilitation skills to lead CCB sessions and interact with senior stakeholders, contractors, and regulatory agencies.
Preferred Qualifications:
- Change Management Professional (CMP) or Prosci Certification.
- Project Management Professional (PMP) or equivalent.
- Professional Engineer (PE) license.
