Construction Manager

Primary Responsibilities 主要职责:

  • Lead and Manage Team Activities:
  • Oversee and coordinate staff activities, including training, employee development, performance evaluations, hiring decisions, and setting goals and performance objectives for the assigned department.
  • Optimize Processes and Resources:
  • Continuously evaluate departmental processes, methods, and activities to ensure the most effective use of resources, equipment, and personnel.
  • Allocate manufacturing resources to meet both short- and long-term production plans, including capital equipment recommendations and workforce development.
  • Budget and Cost Management:
  • Manage departmental budgets and expenditures, ensuring alignment with project and organizational financial goals.
  • Maximize productivity by improving gross profit margins, meeting performance standards, and achieving documented cost savings.
  • Organizational Development:
  • Develop and grow the production organization to meet long-term business objectives while fostering an environment that supports individual growth and performance.
  • Ensure optimal utilization of resources to control key budget areas, including expendable and non-expendable supplies, direct labor hours, and indirect labor hours.
  • Safety and Quality Assurance:
  • Collaborate with the Safety Manager to develop, implement, and maintain safety programs that reduce accident severity and frequency rates relative to hours worked.
  • Work closely with the Quality Assurance Department to instill a quality-focused culture, resulting in improved product quality and reduced scrap/rework rates.
  • General Responsibilities:
  • Perform additional work-related tasks as required or assigned by management.
  • Ensure compliance with all company policies, procedures, and HSE (Health, Safety, and Environmental) standards.

Project Specific Responsibilities 项目具体职责:

  • Represent NOV project management during the fabrication process at the fabrication yard, acting as the primary point of contact for all fabrication-related activities.
  • Oversee subcontractor performance, including budget monitoring, progress measurement, and ensuring on-time, high-quality delivery of the scope of work.
  • Manage and coordinate the NOV site team to ensure alignment with project objectives and deliverables.
  • Supervise fabrication activities, including subcontractor planning, scheduling, and progress tracking, while ensuring adherence to key milestones and project requirements.
  • Verify consistency between the Project-Level Fabrication Schedule and the Subcontractor Fabrication Schedule, addressing any discrepancies proactively.
  • Act as a problem-solver, supporting the Project Manager in resolving delays related to engineering or procurement deliverables.
  • Verify and re-measure fabricated quantities provided by subcontractors against the latest IFC (Issued for Construction) drawings and MTOs (Material Take-Offs), ensuring accuracy and compliance.
  • Oversee all aspects of fabrication planning, scheduling, and progress tracking, including subcontractor management, quantity re-measurements, and cost/claims follow-up where applicable.
  • Review the Project Yard Execution Plan, Strategy, and associated procedures to ensure alignment with the overall Project Execution Plan, contractual specifications, and industry standards.
  • Prepare and submit additional fabrication progress control documentation as required for approval by the client (CPY).
  • Represent NOV in all fabrication yard meetings, ensuring effective communication and resolution of issues.
  • Assist the Project Manager in addressing project progress issues related to change requests, variation orders, or claims raised by the fabrication yard, particularly those involving contractual matters.
  • Interface daily with yard and fabrication management to monitor compliance with project targets and requirements.
  • Coordinate closely with subcontractor management to ensure the availability of all necessary resources for fabrication activities.
  • Expedite the project team to ensure timely availability and adequacy of NOV deliverables impacting fabrication activities.
  • Support the Project Manager in matters related to purchase orders, contract administration, and adjustments for fabricated quantities.
  • Prepare and issue detailed progress reports, productivity reports, and fabrication workload reports, ensuring proper documentation for claims analysis.
  • Chair weekly and monthly fabrication subcontractor progress meetings, prepare minutes of meetings (MoM), and ensure follow-up on action items.
  • Review and evaluate quantity justifications provided by subcontractors for changes, variation requests, or proposals, and advise the Project Manager on unit prices and rates.
  • Assist the Project Manager in preparing quantity dossiers and submissions for client change requests.
  • Verify work progress and subcontractor payment requests, preparing and issuing payment certificates as required.
  • Monitor and review fabrication progress, identifying and mitigating potential delays to maintain project schedules.
  • Raise concerns during equipment fabrication that may impact project costs or schedules and provide recommendations for mitigation.
  • Interface with project and client representatives, as well as fabrication yard management, to address all matters related to fabrication progress management.
  • Supervise the effectiveness of the yard’s fabrication progress management system and recommend recovery plans to improve progress or performance for specific tasks.
  • Ensure onsite HSE (Health, Safety, and Environmental) supervision, compliance with legal requirements, and adherence to NOV policies and project-specific HSE requirements.

Qualifications/ Requirements 任职要求:

  • Bachelor’s degree in a relevant field (e.g., Engineering, Construction Management) or an equivalent combination of education and experience.
  • Minimum of 10 years of experience in the offshore oil and gas industry, with at least 3–5 years in a managerial position overseeing fabrication or construction of process modules.
  • Proficiency in English, with excellent verbal and written communication skills.
