Cost and Controls Engineer

The Cost Engineer develops project budgets and cost estimates for all phases of a project in the oil/refinery/process industry. Responsible for controlling, forecasting and reporting project costs for Projects works.

Responsibilities

1. Develop and maintain accurate and detailed cost estimates (CAPEX and OPEX) for major projects and portfolio projects at all project stages — from feasibility, concept, and FEED through to execution and close-out.
2. Work with project teams, discipline engineers, procurement, and contractors to collect data, validate assumptions, and integrate technical and commercial inputs into estimates.
3. Implements cost management and reporting processes for project execution plan.
4. Responsible for setup of project WBS in the cost forecasting tool, with proper tracking through purchase orders.
5. Responsible for preparation of project budgets.
6. Integrate scope growth, addendum and variation into the project forecasts.
7. Establish and implement effective cost control systems to track actual costs, commitments and forecasts against the approved budgets.
8. Ensure that all cost estimation and control activities adhere to company policies, procedures and industry standards.
9. Contribute to lessons learned, continuous improvement, and the development of best practices in cost engineering for future major and portfolio projects.
10. Support development of probabilistic cost analysis.
11. Validate all supplier and contractor invoices, ensure proper approval for payments.
12. Responsible for reconciliation of cost forecasting tool and accounting tool of record (SAP/GSAP).
13. Closing of each project WBS to meet financial requirements including closing of Purchase Orders.
14. Set up vendor files, rates, and contract terms and conditions.
15. Assist Contracts and Procurement (CP) with contractor reporting requirements and ensures appropriate language in contracts.
16. Gather all committed cost data into project cost forecasts.
17. Analyzes all costs, highlights concern and communicate all exceptions to stakeholders.
18. Responsible to track planned vs actual spent against estimate during project execution.

Requirements

1. Minimum 5 Years experience in cost engineering, quantity surveying or project controls.
2. Bachelor's Degree of any conventional Engineering Discipline, Project & Construction Management or Quantity Surveying.
3. Experience with budgeting, contract, and procurement management.
4. Written and verbal communication skills.
5. Works effectively in a Team environment and build consensus.
6. Computer skills - PowerPoint, Word, Outlook, GSAP, Excel, Project Controls Tools .
