Data Governance Lead

Overview

The Data Governance Lead establishes, manages, and enforces the data governance frameworks, standards, and stewardship practices required across VA‑EISS, MBMS, BOSS‑E, and the Benefits Platform for the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Product Delivery Services (PDS), Benefits and Memorials (BAM), Memorial and Benefit Services (MBS) deliver secure, reliable, and effective Information Technology (IT) solutions that support the Department’s mission.

Responsibilities

  • Oversee data classification, retention, access controls, data quality management, and ensures all data artifacts comply with VA, Federal, NIST, and enterprise architecture standards
  • Recommend, design, implement, and support data governance frameworks including data classification, access/security, privacy, retention, quality, and sharing.
  • Define and maintain clear roles, responsibilities, and decision‑making authorities for data stewardship across the Benefits enterprise
  • Detect and resolve data quality issues; perform analysis on causes, effects, and remediation strategies.
  • Establish data baselines, analyze data requirements, and recommend opportunities to optimize database performance and data usage
  • Develop and maintain Data Models, Data Dictionaries, Data Catalogs, and architecture data artifacts.
  • Document definitions, metadata, and lineage to ensure authoritative interpretation and consistent usage of data across VA systems
  • Oversee integration of data from VA sources such as NCA, VBA, VHA, Corporate VA systems, and internal BAM systems.

Qualifications

Required:

  • Bachelor’s Degree in computer science or IT related degree with 7-10 years' experience
  • Experience designing and implementing governance frameworks (classification, access/privacy, retention, quality, stewardship).
  • Experience developing Data Dictionaries, Data Catalogs, Data Models, and metadata artifacts.
  • Experience supporting enterprise analytics, BI, predictive modeling, anomaly detection, and pattern recognition.
  • Experience ensuring compliance with Federal data standards, NIST, RMF, VA EA, and privacy/security requirements
  • Expertise in enterprise data governance frameworks, stewardship methods, lineage tracking, and metadata management.
  • Strong SQL and data architecture understanding (data baselines, optimization, ETL/ELT pipelines).
  • Public Trust

Preferred:

  • Experience with AWS VA Enterprise Cloud (VAEC)
