Director of Facilities and Public Safety

Reports to: Chief Operating Officer

Role Description:

The Director of Facilities and Public Safety provides strategic leadership for the planning, management, and continuous improvement of campus operations in support of the School’s academic and artistic mission. The position oversees Facilities Management, Public Safety, and School Services, ensuring the delivery of safe, efficient, sustainable, and high-quality operational services across the campus.

The Director of Facilities and Public Safety partners closely with senior administrators, internal and external stakeholders, to align operational strategies with institutional priorities. The role is responsible for maintaining campus infrastructure, safeguarding the wellbeing of the community, optimizing operational resources, and fostering a service-oriented culture that supports students, faculty, staff, and community members.

Key Responsibilities:

Strategic Leadership and Operational Governance

• Provide strategic direction and administrative leadership for school operational functions, including facilities management, public safety, and school services. Develop and implement operational strategies, policies, standards, and performance measures that support institutional objectives and promote operational excellence.
• Partner with COO and senior leadership to align operational priorities with academic programs, artistic activities, campus development initiatives, and long-term institutional planning. Lead operational excellence and continuous improvement initiatives that strengthen service quality, optimize resource utilization, and support institutional effectiveness.

Facilities and Campus Operations

• Oversee the management, maintenance, and stewardship of campus facilities, infrastructure, utilities, and physical assets to ensure a safe, functional, and welcoming environment. Direct facility operations and space utilization planning to support academic, performance, residential, and community engagement activities.
• Provide leadership for campus sustainability initiatives, asset lifecycle planning, and technology-enabled operational improvements that contribute to institutional resilience and environmental responsibility.

Public Safety and Risk Management

• Lead the School’s public safety and emergency preparedness programs, ensuring compliance with applicable regulations and industry best practices. Establish and maintain comprehensive risk management frameworks, business continuity plans, emergency response protocols, and campus safety initiatives.
• Collaborate with internal and external stakeholders to promote the wellbeing, safety, and security of the school community.

Capital Projects and Resource Stewardship

• Provide oversight for capital planning, renovation projects, infrastructure upgrades, and campus improvement initiatives. Ensure projects are aligned with institutional priorities, delivered within budget and schedule expectations, and executed in accordance with quality, safety, and sustainability standards.
• Lead the development and management of operational budgets, financial forecasts, and resource allocation plans. Promote responsible stewardship of institutional resources through effective planning, cost management, and operational efficiency.

Vendor and Stakeholder Management

• Oversee outsourced service providers, ensuring contractual compliance, service excellence, and accountability. Establish strong working relationships with strategic partners, government authorities, regulatory agencies, and industry stakeholders to support operational objectives and regulatory compliance.
• Represent the school in matters related to facilities operations, public safety, campus services, and infrastructure development.

Leadership and Team Development

• Lead and develop a multidisciplinary team of operational professionals, fostering a culture of collaboration, accountability, innovation, and service excellence.
• Establish clear performance expectations, support professional growth, and build organizational capability to meet evolving institutional needs.

Qualifications and Experience:

• Bachelor’s degree or above in Facilities Management, Engineering, Business Administration, Operations Management, or a related field.
• Minimum of 10 years of professional experience in a leadership role overseeing facilities, public safety, or related functions within a complex organization.
• Demonstrated success in leading facilities operations and maintenance, refurbishments, campus improvements and cross-functional operational teams.
• Strong financial acumen, including budget planning, resource allocation, and operational cost management.
• Extensive experience in vendor management, contract administration, and service delivery oversight.
• Knowledge of facility management practices, public safety operations, risk management, emergency preparedness, and regulatory compliance requirements.
• Proven ability to engage effectively with government agencies, regulatory authorities, internal and external stakeholders.
• Excellent leadership, communication, and interpersonal skills, with the ability to work effectively in a multicultural and collaborative environment.
• Fluency in both English and Chinese, with strong verbal and written communication skills.
• Strategic mindset with a demonstrated commitment to innovation, sustainability, and continuous improvement.
