Enterprise Senior Business Analyst (Cleared)

Salary: $130 - $140ph

We are seeking an Enterprise Senior Business Analyst to support a significant infrastructure programme within a large government agency. This role provides critical analysis across a portfolio of strategic initiatives, supporting investment decisions, operating model design, and business case development.

Key Responsibilities

• Lead business analysis across a portfolio of infrastructure initiatives
• Develop and maintain business capability models, process architecture, and operating models
• Lead development of business cases, investment proposals, and benefits frameworks
• Provide expert advice on investment prioritisation, option analysis, and cost-benefit assessment
• Facilitate workshops and engage senior stakeholders to shape strategic initiatives
• Establish and maintain documentation standards and BA practices
• Identify and resolve cross-programme dependencies and trade-offs
• Support governance and assurance activities including Gateway reviews
• Mentor and uplift other Business Analysts
• Translate complex information into clear insights for senior decision-makers

Essential Experience & Skills

• Extensive Senior BA experience in large, complex government organisations
• Proven experience working at an enterprise level across multiple programmes
• Strong business architecture and process modelling capability
• Experience developing business cases, investment proposals, and benefits frameworks
• Strong stakeholder engagement skills with the ability to influence senior decision-makers
• Experience in option analysis, cost-benefit assessment, and investment prioritisation
• Experience with governance and assurance activities
• Excellent communication skills, able to present to executive audiences
• Experience with infrastructure programmes or asset-intensive environments

Security Requirements

• Must hold or be able to obtain and maintain a valid NZ national security clearance
