Expert Oracle Developer - Oracle Forms, PL/SQL & APEX

Join a critical government technology project requiring an experienced Oracle Developer with strong technical leadership capabilities across Oracle Forms, PL/SQL and APEX.

We are seeking an Expert Oracle Developer to lead development activities, provide technical guidance and support the delivery of enhancements to business-critical enterprise applications.
This is a specialist contract opportunity working within a complex, secure operational environment, with key project deliverables scheduled for December 2026.

The Opportunity You will play a key role in designing, developing and supporting Oracle-based applications, working closely with technical teams and project stakeholders to deliver reliable, secure and high-performing solutions.
Key Responsibilities

• Lead Oracle development activities, including OneSource and Oracle APEX solutions.
• Design, develop and maintain Oracle applications using SQL, PL/SQL, Forms and Reports.
• Develop and optimise complex database queries, stored procedures and application components.
• Build APIs using Oracle PL/SQL to process and generate complex JSON and XML.
• Provide technical design input, development artefacts and implementation guidance.
• Support System Integration Testing (SIT), User Acceptance Testing (UAT) and production deployment.
• Troubleshoot application issues and optimise database performance.
• Maintain technical documentation and provide knowledge transfer to internal teams.
• Ensure solutions meet security, reliability and operational requirements.

Skills & Experience

• 8–10+ years of software development experience, including at least 5 years specialising in Oracle technologies.
• Mandatory experience with Oracle Forms & Reports 12c or 14c.
• Advanced SQL and PL/SQL development, including performance tuning and query optimisation.
• Mandatory experience developing Oracle PL/SQL APIs handling complex JSON and XML.
• Strong understanding of Oracle database architecture and schema design.
• Oracle APEX development experience, ideally version 24.
• Experience leading technical development and delivering enterprise application solutions.
• Experience supporting business-critical applications in complex operational environments.
• Previous experience in government, public safety or highly regulated environments will be highly regarded.
• Strong analytical, troubleshooting and stakeholder communication skills.
