Fiber Network Services is a communications contractor offering a full range of fiber optic and cable network services. Servicing Cox Communications, Comcast Cable, Segra and Suddenlink in the States of Virginia, West Virginia, Maryland, North Carolina, Tennessee, Florida, Pennsylvania, New Jersey and in Washington D.C., we are a trusted resource for cabling and maintaining high-speed internet connectivity via fiber optic and coaxial systems.
Fiber Network Services is seeking a detail-oriented and experienced Fiber Network Estimator to accurately forecast the time, materials, and labor costs required for telecommunication infrastructure projects. In this role, you will analyze engineering designs, permit requirements, and route maps to prepare comprehensive, competitive cost proposals for OSP (Outside Plant) fiber deployments. The ideal candidate possesses deep technical knowledge of fiber optics engineering, aerial and underground construction methodologies, splicing, and regional utility regulations.
Job Responsibilities (but not limited to):
  • Cost Estimation & Proposal Preparation: Analyze blueprints, GIS route data, right-of-way constraints, and engineering designs to compile exact labor, material, and equipment cost breakdowns.
  • Vendor & Material Sourcing: Coordinate with suppliers, subcontractors, and internal procurement teams to secure updated pricing for fiber optic cables, conduits, handholes, and active network components.
  • Site & Field Assessments: Collaborate with field technicians and project managers to assess constructability, identify potential environmental or structural obstacles, and refine initial estimates.
  • Bid Management: Prepare formal bid packages, Request for Proposal (RFP) responses, and Statement of Work (SOW) documents within strict deadlines.
  • Risk Assessment: Evaluate project variables—such as utility conflicts, permitting delays, and difficult terrain—to build realistic contingency margins into pricing models.
  • Financial Tracking & Analysis: Conduct post-project variance analysis by comparing estimated costs against actual expenditures to improve future estimating accuracy.
Job Requirements:
  • Experience: Minimum of 3–5 years of cost estimation experience specifically within the telecommunications, utility construction, or broadband industries.
  • Technical Proficiency: Proven familiarity with fiber optic network architecture (FTTH/FTTP, aerial, underground, directional drilling, and trenching).
  • Software Skills: Advanced proficiency in estimation software, MS Excel, GIS applications (e.g., ESRI ArcGIS, Google Earth Pro), and AutoCAD.
  • Blueprint Reading: Exceptional ability to interpret engineering designs, schematics, utility base maps, and municipal permit guidelines.
  • Communication: Strong communication and negotiation skills to interface effectively with clients, field crews, and corporate stakeholders.
  • Preferred Qualifications
  • Bachelor’s degree in Construction Management, Civil Engineering, Finance, or a related technical field with a minimum of 3 years of experience OR a high school diploma and 7 years of estimating experience
  • Relevant industry certifications (e.g., Certified Professional Estimator (CPE), Project Management Professional (PMP), or FOA certifications).
  • Deep understanding of regional permitting processes, DOT regulations, and joint-use pole attachment rules.
Benefits:
  • 401k
  • Dental insurance
  • Health insurance
  • Holidays
  • Sick leave
  • Vacation
  • Casual work environment
If you meet the qualifications above and are excited about this opportunity, we encourage you to apply for this position. We offer a competitive salary, benefits package, and opportunities for growth and advancement within the company.
