Position Overview
ADV is seeking a Foreign Military Sales (FMS) Analyst – Logistics Analyst II to support Logistics and Program Management Support Services for the Defense Security Cooperation Agency’s (DSCA) International Operations Global Execution Division (OPS/GEX).
This office is directly involved in executing Security Cooperation programs, and a large portion of DSCA execution activities involve Foreign Military Sales (FMS) cases and partner-nation coordination.
This is not a commercial logistics, supply chain, transportation, or warehouse position.
ADV was awarded as the prime contractor supporting this effort through 2029.
This position is hybrid, with approximately three days per week in the DSCA office in Arlington, Virginia, and two days per week remote.
Key Responsibilities
- Support Foreign Military Sales (FMS) and DoD Security Cooperation program activities within DSCA OPS/GEX.
- Support FMS case activities, including coordination and tracking of case-related actions and documentation.
- Track the status of documents, actions, milestones, and suspenses and follow up with action officials to support timely completion.
- Provide status updates and feedback to management as necessary.
- Coordinate with stakeholders throughout the Security Cooperation community, including DSCA, Combatant Commands, Security Cooperation Organizations (SCOs), and related organizations.
- Support activities involving FMS processes, Letters of Offer and Acceptance (LOAs), and international defense program coordination.
- Prepare and coordinate correspondence and staff products, including letters, memorandums, coordination sheets, background papers, talking papers, information papers, read-aheads, and staff briefing sheets.
- Provide program management, analysis, and coordination support in support of DSCA mission requirements.
- Utilize applicable Security Cooperation systems, tools, and resources in support of program and case activities.
Required Qualifications
- Five (5)+ years of experience supporting DoD Security Cooperation, Foreign Military Sales, international programs, or related policy/program coordination activities.
- Bachelor’s degree in business or another related field from an accredited institution.
- Active Secret security clearance.
- Demonstrated experience working within the Security Cooperation community, including DSCA, Combatant Commands, SCOs, or related organizations.
- Knowledge of Foreign Military Sales processes and Security Cooperation policies and procedures.
- Experience tracking documents, actions, and suspenses and coordinating follow-up with action officials to meet established deadlines.
- Ability to prepare professional correspondence, staff packages, reports, and briefing materials.
- Proficiency with Microsoft Office Suite applications.
Preferred Qualifications
- Experience using the Defense Security Assistance Management System (DSAMS).
- Working knowledge of the Security Assistance Management Manual (SAMM) and its application to Security Cooperation and FMS activities.
- Experience using CATMS for task, correspondence, and suspense management.
- Experience with Letters of Offer and Acceptance (LOAs) and associated FMS documentation.
- Experience supporting FMS case development, coordination, execution, or case management activities.
- Experience supporting international defense programs and/or partner-nation coordination.
- Previous experience supporting DSCA or the broader DoD Security Cooperation enterprise.
Ideal Candidate
The ideal candidate has hands-on experience supporting Foreign Military Sales and Security Cooperation programs and understands how FMS actions, documentation, coordination requirements, and suspenses move through the DoD Security Cooperation environment.
