Overview

We are seeking a GIS Developer with expertise in Esri’s ArcGIS platform to support engineering and construction of Outside Plant (OSP) telecom projects. The role requires proficiency in ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise, and programming skills in Python, JavaScript, and SQL.

Responsibilities

  • Develop and manage GIS solutions to support OSP fiber network design, engineering, and construction planning.
  • Build custom geoprocessing tools and automate workflows using Python (ArcPy, Pandas, NumPy).
  • Develop interactive web-based mapping applications using ArcGIS API for JavaScript, Leaflet, or OpenLayers.
  • Integrate GIS data with CAD drawings (AutoCAD, MicroStation) to streamline telecom network planning.
  • Work with fiber network engineers and planners to optimize fiber routes, right‑of‑way planning, and permitting.
  • Perform spatial analysis and geoprocessing to assess project feasibility, cost estimation, and route optimization.
  • Manage and maintain GIS datasets for fiber optic networks, including pole locations, conduit pathways, splice points, and network assets.
  • Configure and administer ArcGIS Online, ArcGIS Enterprise, and Portal for ArcGIS environments.
  • Develop and manage REST APIs and SQL-based geodatabases for spatial data integration with engineering systems.
  • Implement Esri Utility Network for telecom asset management and connectivity modeling.
  • Ensure GIS datasets align with industry standards (e.g., NTIA broadband mapping, FCC reporting).
  • Provide GIS-based analytics and dashboards (ArcGIS Dashboards, Power BI) to support project decision-making.

Required Qualifications

  • Bachelor’s degree in GIS, Geography, Engineering, Computer Science, or a related field.
  • 3+ years of experience in GIS development, preferably in telecom, engineering, or construction projects.
  • Strong proficiency in ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, and related tools.
  • Python scripting skills for GIS automation (ArcPy, Jupyter Notebooks, GDAL).
  • Experience developing custom web GIS applications using JavaScript (ArcGIS API for JavaScript, React, or Angular).
  • Knowledge of SQL databases (PostGIS, SQL Server, Oracle) for managing spatial telecom data.
  • Familiarity with fiber network GIS modeling, including conduit, splice points, and pole infrastructure.
  • Experience working with CAD data (AutoCAD, MicroStation) and integrating it into GIS.
  • Understanding of OSP design principles, right‑of‑way permitting, and construction workflows.
  • Strong problem‑solving skills and ability to work with engineering, construction, and network teams.

Preferred Skills

  • Experience with Esri Utility Network for telecom asset modeling.
  • Familiarity with FME (Feature Manipulation Engine) for GIS data transformation.
  • Knowledge of AI/ML applications in GIS for predictive analytics and automation.
  • Experience working with cloud‑based GIS environments (AWS, Azure, Esri Managed Cloud Services).
  • Understanding of 5G, broadband expansion, and FCC broadband mapping requirements.
