Human Resources &Compliance
- Lead the end-to-end recruitment process, from job posting, candidate screening, and interviewing to offer management.
- Manage onboarding, offboarding, tax clearance, and exit interviews for all staff.
- Draft, review, and maintain employment contracts, HR policies, and employee handbooks in compliance with the Singapore Employment Act.
- Oversee foreign worker pass applications, renewals, and cancellations via EPOL and myICA (Work Permits, S Passes, Employment Passes).
- Handle employee grievances, disciplinary matters, and performance appraisal processes.
- Plan and organize staff engagement activities, company events, and wellness initiatives.
Training & Development Administration
- Identify organizational and departmental training needs in collaboration with department managers.
- Source, evaluate, and liaise with external training providers and vendors for corporate courses, certifications, and upskilling programs.
- Manage end-to-end training logistics, including course bookings, scheduling, enrollment, tracking attendance, and post-training evaluations.
- Apply for and manage training subsidies and government grants (e.g., SkillsFuture Singapore (SSG) funding, Absentee Payroll) to optimize the company’s training budget.
- Maintain comprehensive training records, employee certification expiry trackers, and mandatory compliance training records.
Payroll & Benefits Administration
- Process monthly end-to-end payroll accurately for ~70 headcount, including salary calculations, overtime pay, commissions, and expense claims.
- Manage CPF contributions, IR8A / IR21 tax submissions, and government-paid claims (NS Make-Up Pay, Maternity/Paternity Leave, Childcare Leave, etc.).
- Administer corporate insurance schemes (workplace injury compensation, outpatient, and hospitalization insurance).
- Track leave balances, attendance records, and medical claims.
Office & General Administration
- Oversee day-to-day office management, facility maintenance, and office supplies procurement.
- Liaise with vendors, landlords, IT support contractors, and corporate insurance brokers.
- Maintain organized physical and digital personnel files in compliance with the PDPA (Personal Data Protection Act).
- Support management with administrative duties, corporate filings, and ad-hoc operational tasks.
Requirements
- Experience: Minimum 4–6 years of hands-on HR generalist, training administration, and payroll experience in Singapore. Experience as a sole HR contributor in an SME setup is highly preferred.
- Payroll & Training Competency: Proven track record in processing end-to-end payroll independently for 50–100 employees and handling SSG/SkillsFuture grant applications.
- Regulatory Knowledge: Sound working knowledge of the Singapore Employment Act, CPF Act, MOM regulations, IRAS guidelines, and PDPA.
- Soft Skills: High level of integrity, discretion, strong problem-solving abilities, and excellent communication skills to interact with all levels of staff.
- Technical Skills: Proficiency in MS Office (Word, Excel) and experience with local cloud-based HR Information Systems (HRIS) and payroll software
Preferred Qualifications
- Diploma or Bachelor’s Degree in Human Resources, Business Administration, or a related discipline.
- Certification in Singapore Employment Law / IHRP certification is an advantage.
