HR Officer
Description
To act as a strategic partner to management by driving HR initiatives and supporting HR business operations by aligning HR practices with company objectives, workforce requirements, and operational performance. The role supports two companies' HR operations.

Competency requirements
Knowledge, skills & abilities required:
- Bachelor’s degree in human resources, business administration, or equivalent.
- Relevant HR certifications are advantageous.
- Minimum 5 to 7 years of HR experience from Saudi Arabia with at least 2 years in the same role.
- Strong knowledge of Saudi labor law, HR policies, and employment regulations.
- Knowledge of HR operations within construction, interior fit-out, manufacturing, and factory environments.
- Understanding of recruitment, employee relations, disciplinary procedures, and performance management.
- Knowledge of Saudization (Nitaqat) requirements and workforce localization policies.
- Familiarity with payroll, attendance management, overtime, leave administration, and end-of-service benefits.
- Knowledge of government relations processes including Iqama, visa, and work permit procedures.
- Government portals knowledge such as Qiwa, Gosi, Muqeem, Chamber of Commerce, etc.
- Strong communication and management skills.

Job functions, responsibilities & authorities
- Partner with management to align HR strategies with business objectives.
- Support organizational development and workforce planning initiatives.
- Advise management on HR policies, employee relations, and labor law matters.
- Support business expansion, restructuring, and manpower optimization.
- Manage end-to-end recruitment for project/site staff and joinery factory employees.
- Coordinate closely with interviewing managers for scheduling interviews.
- Coordinate onboarding, induction, and employee mobilization.
- Monitor manpower requirements and recruitment budgets.
- Ensure Saudization requirements are met to fulfill manpower demands.
- Handle employee grievances, disciplinary actions, and investigations.
- Ensure fair and professional handling of workplace concerns.
- Conduct counseling sessions and support conflict resolution.
- Maintain confidentiality in sensitive employee matters.
- Monitor probation evaluations, issuance of probation confirmation letters, and annual performance reviews.
- Oversee attendance, leave management, overtime, and employee records.
- Ensure timely renewal of contracts, visas, Iqama, and licenses.
- Support payroll coordination and end-of-service settlements.
- Maintain HR documentation and compliance records.
- Ensure compliance with Saudi labor law and company policies.
- Coordinate with PRO/GRO teams on government-related matters.
- Manage and monitor HR compliance through government portals including Qiwa, Gosi, Muqeem, MHRSD, etc.
- Support workforce management across project sites and joinery factory operations.
- Monitor labor productivity, accommodation, and welfare matters.
- Support HSE compliance and workplace safety initiatives.
- Prepare HR reports as required related to manpower, absenteeism, recruitment, etc.
- Monitor attendance and generate weekly reports through Bayat Attendance Management System.
- Escalate policy violations and compliance concerns to Group HR.
- Ensure employees who have resigned or been terminated are offboarded within the stipulated time.
- Work closely with Group HR operated from UAE.
- Perform any other HR-related tasks as assigned by the line manager.
