HR Specialist manages payroll, recruitment, onboarding, and employee engagement for a Singapore-based industry association, ensuring compliance with local employment laws.

Job Summary:

You will be responsible for the smooth and efficient execution of HR operations across payroll, recruitment, onboarding, performance management, training coordination, and employee engagement. This role suits someone who is organised, detail-oriented, and enjoys building reliable systems that support both staff and management.

Key Responsibilities:

HR Operations & Payroll

  • Process monthly payroll and statutory submissions accurately and on time
  • Maintain employee records and HR systems
  • Ensure compliance with Singapore employment regulations

Recruitment & Onboarding

  • Coordinate recruitment activities including sourcing, screening, interviews, and offer preparation
  • Manage onboarding processes and documentation
  • Support new hires through orientation and integration

Performance Management

  • Support mid-year and annual appraisal exercises
  • Coordinate review timelines and documentation with HODs
  • Maintain appraisal records and reports

Training & Development

  • Coordinate internal and external training programmes
  • Track attendance and maintain training records
  • Support learning and capability development initiatives

Employee Engagement & Welfare

  • Organise staff bonding and engagement activities
  • Support employee welfare initiatives and communications

Insurance & Administration

  • Manage employee benefits and insurance renewals
  • Provide general HR and office administrative support
  • Assist the Secretariat in events and operational matters when required

Process Improvement

  • Support HR digitalisation and system improvements
  • Recommend ways to streamline workflows and enhance efficiency

Requirements

  • Diploma or Degree in Human Resources or related field
  • 2+ years of relevant HR operations experience
  • Familiar with Singapore employment laws and payroll processes
  • Detail-oriented and organised
  • Comfortable handling multiple tasks independently
  • Proficient in Microsoft Office and HR systems
  • Location: Jurong East / Jalan Papan (Training Centre support required twice weekly)
