HSE Officer
The HSE Officer is responsible for implementing and monitoring Health, Safety, and Environmental (HSE) requirements across infrastructure maintenance projects. The role ensures full compliance with ADOSH-SF, AD Ports, DMT HSE standards, ITC requirements, and applicable UAE HSE legislation while promoting a safe and healthy working environment for all personnel.
Key Responsibilities
- Ensure compliance with ADOSH-SF, AD Ports, DMT HSE requirements, ITC standards, and all applicable UAE HSE legislation.
- Conduct daily site HSE inspections to identify hazards and ensure compliance with company and client safety requirements.
- Verify Permit-to-Work (PTW) systems and ensure all permits are properly issued and implemented before work commences.
- Review Risk Assessments (RA), Method Statements (MS), and Job Safety Analysis (JSA) to ensure adequate control measures are in place.
- Conduct HSE induction programs, toolbox talks, safety briefings, and awareness training for employees and subcontractors.
- Monitor temporary traffic management activities and ensure compliance with the ITC Traffic Control Manual and approved traffic management plans.
- Investigate accidents, incidents, near misses, and unsafe conditions, identify root causes, and implement corrective and preventive actions.
- Prepare and submit daily, weekly, and monthly HSE reports, inspection records, incident reports, and other required HSE documentation.
- Conduct emergency response drills and ensure emergency preparedness procedures are effectively implemented.
- Monitor environmental compliance, including waste management, pollution prevention, and housekeeping practices.
- Coordinate and communicate with the Client, Consultant, AD Ports representatives, regulatory authorities, and subcontractors on HSE matters.
- Participate in internal and external HSE audits and inspections, ensuring timely closure of observations and non-conformities.
- Exercise Stop Work Authority whenever unsafe acts or unsafe conditions pose an immediate risk to personnel, property, or the environment.
- Promote a proactive safety culture by encouraging employee participation and continuous improvement in HSE performance.
- Bachelor's Degree or Diploma in Engineering (any discipline) or a related field.
- NEBOSH International General Certificate (IGC) or equivalent HSE qualification.
- Valid OSHAD/ADOSH-SF Registered Safety Practitioner certification.
- IRCA Certified ISO 45001:2018 Lead Auditor (Occupational Health & Safety Management System) certification.
- Strong knowledge of ADOSH-SF requirements, UAE HSE legislation, and industry best practices.
Experience Requirements
- Minimum 8 years of relevant HSE experience, preferably in construction, infrastructure, or industrial projects.
- At least 5 years of experience in port and/or marine operations.
- Proven experience working on UAE construction, infrastructure, and marine projects.
- Previous experience on projects with AD Ports, or other large-scale marine, industrial, or infrastructure projects will be considered a strong advantage.
- Demonstrated experience in implementing HSE management systems, conducting risk assessments, incident investigations, HSE inspections, audits, and regulatory compliance.
- Experience in coordinating with clients, consultants, contractors, and regulatory authorities on HSE matters is preferred.
