ICT Procurement Officer (Government)

  • Working Hours: Mon-Fri
  • Working Location: Pasir Panjang
  • Salary Package: Up to $5000 (basic) + AWS

Responsibilities

  • Support end-to-end ICT procurement activities, including quotation and tender processes.
  • Prepare procurement documents such as specifications, evaluation criteria, approval papers, purchase requests, and contract documentation.
  • Coordinate with project teams to gather procurement requirements and ensure timely submissions.
  • Liaise with vendors, internal stakeholders, finance, and procurement teams throughout the procurement process.
  • Evaluate quotations and tenders in accordance with government procurement policies and procedures.
  • Prepare evaluation reports, recommendations, and approval documents.
  • Administer ICT contracts, including purchase orders, contract renewals, variations, and expiry tracking.
  • Monitor vendor deliverables, service levels, and contract compliance.
  • Maintain procurement records, documentation, and audit trails.
  • Ensure procurement activities comply with government procurement policies, financial regulations, and internal governance requirements.
  • Track procurement schedules and provide regular status updates to stakeholders.
  • Support procurement planning, budgeting, and reporting activities.
  • Assist in resolving procurement-related issues and vendor queries.
  • Identify opportunities to improve procurement processes and operational efficiency.

Requirements

  • Bachelor's Degree in Business, Procurement, Information Technology, Engineering, or a related discipline.
  • 2–5 years of procurement, sourcing, contract administration, or purchasing experience.
  • Experience in ICT procurement or public sector procurement is preferred.
  • Familiarity with government procurement processes and tender management is an advantage.
  • Good knowledge of contract administration and vendor management.
  • Strong communication, coordination, and stakeholder management skills.
  • Proficient in Microsoft Office (Excel, Word, PowerPoint); experience with procurement or GEBIZ systems is an advantage.
  • Detail-oriented, organized, and able to manage multiple procurement activities simultaneously.
