The Opportunity:

The Saskatchewan Apprenticeship and Trade Certification Commission (SATCC) is seeking a self-motivated and analytical Information Data Analyst to lead report, performance management, research, and data management initiatives. Reporting to the Manager of Research and Business Analytics, this role supports SATCC’s strategic direction through policy research, program evaluations, performance measurement, and statistical analysis.

  • Implementing the SATCC research plan and conducting data analysis for the Commission and apprenticeship system performance reporting;
  • Leading research and evaluations of apprenticeship and interprovincial initiatives;
  • Monitoring and reporting national and international trends in skilled trades and advising senior leadership;
  • Leading and contributing to data governance activities such as data quality, preparation, modelling and reporting; and
  • Preparing materials for board discussions, ministerial briefings, and stakeholder reports.

Qualifications and Skills:

The ideal candidate will bring strong analytical, research, and policy development expertise, with the ability to:

  • Conduct comprehensive analysis of complex issues including demographic, labour market, and apprenticeship trends;
  • Develop strategic research plans aligned with SATCC’s mandate and goals;
  • Lead data management processes to extract, explore, prepare and model data, analyze information and present findings to senior management using tools such as Python and Power BI;
  • Apply statistical, analytical, and forecasting methodologies; Manage multiple projects through all stages, balancing shifting priorities and tight deadlines;
  • Communicate clearly and persuasively with diverse audiences, both in writing and verbally;
  • Build effective relationships with internal and external stakeholders to support collaborative solutions; and
  • Work independently and as part of a team to deliver results and inform strategic decision-making.

Typically, the knowledge and skills required for this job are acquired through post graduate level studies or an equivalent combination of education and related experience.

Technical Knowledge and Skills:

This role requires proficiency in Excel, statistical software (Python), visualization applications (Power BI) and data management (Fabric), as well as the ability to manage a varied workload while balancing stakeholder interests. The Information Data Analyst plays a critical role in shaping SATCC’s policy and program direction through evidence-based insights and responsive strategies.
