ISG Compliance, Vice President
Summary
Oversee compliance for Morgan Stanley’s Investment Banking and Sales & Trading units in Singapore, ensuring adherence to MAS and SGX rules while advising on regulatory risks.
We’re seeking someone to join our team as a ISG Compliance, Vice President in Non-Financial Risk to assist in managing the Firm’s regulatory risk and help to preserve the Firm’s franchise through ensuring and monitoring Business and Infrastructure Units’ compliance with laws, regulations, rules and internal policies and procedures in Singapore. This includes collaborating with Compliance coverage across multiple business lines within Morgan Stanley, to ensure coordinated compliance oversight on integrated business opportunities and transactions.
Business coverage includes Investment Banking Division (IBD) and Global Capital Markets (GCM) as well as Sales & Trading (cash equities, foreign exchange, interest rate, credit and commodity products).
In the Legal & Compliance division, we assist the Firm in achieving its business objectives by facilitating and overseeing the Firm’s management of legal, regulatory and franchise risk. This is a Vice President level position within the Global Compliance IS Team.

What you'll do in the role:
Business Engagement: Proactively engage with various ISG desks, providing them with regulatory advice, appropriate management information and compliance support with respect to the regulatory aspects of the business they operate. Provide general infrastructural and transactional advice on infrastructure and transactions, addressing the interpretation and implementation of compliance policies, procedures, and applicable rules and regulations. Provide Cross-Border Advice in line with regulatory and cross-border requirements.
Strategic Projects and Initiatives: Participate in strategic projects and initiatives with other regional and global legal and compliance professionals relating to the broader ISG businesses. Participate in the New Product Approval process for relevant business areas, providing regulatory and compliance advice.
Implementation of Policies and Procedures: Assist in the creation and implementation of new policies and procedures or, as appropriate, the update of existing policies and procedures in response to, or in anticipation of, relevant rule changes, new legislation, industry guidance and/or evolving business.
Training: Support the design and delivery of training and targeted communications on key compliance, conduct, and regulatory topics to strengthen awareness and the control environment.
Compliance Surveillance/ Reviews: Partner with the surveillance, monitoring and testing teams to advise on ISG risk identification, thematic reviews, escalations, and remediation.
Regulatory and Client Enquiries: Assist with enquiries from regulatory authorities and clients and liaise with legal and compliance professionals and other support areas of the Firm on these matters.
Regulatory Audits: Assist in the co-ordination of regulatory audits and visits and follow-up on findings as necessary.
Regulatory Advice: Analyze common infrastructural Singapore regulatory requirements across ISG units for applicability and consistent implementation of frameworks (such as OTCD, outsourcing, IAC, best execution).
What you'll bring to the role:
A Bachelor’s degree in Legal, Accounting, Business or Finance.
Min. 10 years working experience in the financial services sector preferably in Singapore Country/ Markets Compliance. Knowledge of Southeast Asian markets and/ or experience at the securities exchange or at the regulator is advantageous.
Strong knowledge of MAS SFA and SGX regulations, and understanding of sales and trading products and practices, i.e., foreign exchange, interest rate, credit and/or commodities, cash equities. Additional knowledge of and experience in investment banking related processes and procedures including information barriers, conflict clearance, etc would be advantageous.
Ability to effectively review and assess data/scenarios and apply judgment to identify risks and resolve issues in a timely manner, as well as to read-across and analyze local regulations across business areas for impact.
Detail oriented, motivated and able to multi-task in a fast paced, high-pressure environment.
Strong communication and interpersonal skills to effectively interact and influence internal stakeholders.
Proficient in time management and able to initiate and manage own tasks.
