Logistics Specialist / Joint Property Book Manager (5504)
Essential Duties & Responsibilities
- Property Accountability & Enterprise Systems
- Systems Management: Operate proficiently within military service component unclassified and classified property accountability systems/databases, including but not limited to Enterprise Logistics Management System (ELMS), Secured-Property Book Unit Supply Enhanced (S-PBUSE), and Global Combat Support Systems-Army (GCSS-Army), SODA, and DST. Conduct system inputs, records management, and reconciliations to ensure strict accuracy and the proper tracking of equipment by its respective Major Funding Program (MFP).
- Force Structure Data: Manage force tree updates and coordinate the establishment, modification, and management of Unit Identification Codes (UICs) and Department of Defense Activity Address Codes (DoDAACs). Execute these functions utilizing the SOCOM SOLMAN application and the Army Enterprise Systems Integration Program (AESIP).
- Inventory Management: Conduct, oversee, and participate in all physical inventories (including but not limited to 100% baseline, cyclic, sensitive item, change of command, and ad-hoc). Ensure accountability records are fully reconciled and accurately maintained post-inventory.
- Audit Readiness, FIAR, & Financial Sampling: Maintain strict, continuous audit readiness across all supported accounts in compliance with DoD Financial Improvement and Audit Readiness (FIAR) guidance. Conduct internal testing and compile financial audit samples (e.g., Existence and Completeness testing).
- Document & GFP Management: Collect, reconcile, and digitally archive Key Supporting Documents (KSDs)—such as DD Forms 1149, 1348-1A, and 250—to validate lifecycle events and equipment valuation. Oversee Government Furnished Property (GFP) tracking and compliance.
- Supply Chain Processing & Cataloging: Initiate, process, and close/complete all relevant supply chain documents. Receive, inspect, verify, and specifically catalog equipment and property using bar code readers, docking stations, or manual methods during system failures. Operational Logistics & Distribution
- JPBO & SOCPAC Support: Provide direct, daily logistics and property book support to SOCPAC. Serve as the primary liaison for the JPBO to ensure joint equipment accountability, funding code segregation, and audit readiness across all MFPs.
- Global Shipping, Distribution & Operational Tracking: Coordinate and execute the physical shipping, receiving, and global distribution of equipment (packing, manifesting, routing, tracking) utilizing enterprise routing and data platforms like the Decision Support Tool (DST) and SODA. Manage live movement location updates and execute data presentation utilizing Palantir systems or applicable systems to provide real-time situational awareness of logistics flow.
- Disposition & Turn-In Operations: Manage the complete lifecycle for property turn-ins and distribution, including preparing, intake, and receiving of equipment. Maintain necessary accesses via the DLA Account Management and Provisioning System (AMPS). Execute equipment turn-in dispositions and DLA Disposition Services (DRMO) actions by utilizing Electronic Turn-in Documents (ETIDs) and eDOCs. Accurately inspect items and generate all required physical and electronic documentation while maintaining automated property accountability records.
- FLIPL Workflow Management: Manage the administrative lifecycle of Financial Liability Investigations of Property Loss (FLIPLs) from initiation through completion within applicable database systems. Track, process, and route all required documentation to ensure process flow.
- Material Handling Equipment (MHE): Operate general-purpose Government vehicles, including cars, vans, trucks, forklifts, and manual/mechanized pallet jacks, to load, unload, inspect, and uniquely identify materials. (Requires maintaining appropriate MHE certifications, e.g., forklift, boxtruck).
- Strategic Coordination & Compliance
- Policy Compliance: Execute material management policies across all MFPs (including MFP 11 and service-common funding). Ensure strict compliance with DoDI 4140.01 (Supply Chain Policy), DoDI 5000.64 (Accountability of DoD Equipment), and USSOCOM Directive 700-2 (Accountability and Management of USSOCOM Property Management) and all applicable regulatory guidance.
- Meeting & Planning Engagement: Actively attend, lead, participate in, and represent the logistics and JPBO branches during daily/weekly synchronization meetings, operational planning teams (OPTs), and working groups.
- Stakeholder Collaboration: Act as the logistics customer service liaison. Coordinate with internal users and external entities (SOCOM, DLA, SOFSA, commercial vendors, item managers, and fielding teams) to tailor logistics support to customer needs. Participate in managing the SOCOM Joint Operational Stock program.
- Logistics Coordination: Assist in coordinating all logistics elements (e.g., spares, support equipment, technical data, training, facilities, provisioning) to ensure integrated logistics support requirements are tailored to the customer's needs. - Customer Service Liaison: Act as the logistics customer service liaison to internal and external customers. Provide timely, accurate input via telephone, email, VTC, Microsoft Teams, and face-to-face interactions. Travel Requirements
- Travel & Mobile Support: Conduct short- and long-term CONUS and OCONUS travel as required. Travel duties include conducting physical inventories at forward locations, performing site visits, providing hands-on logistical support to SOCPAC elements in theater, and executing scheduled transactions and training events.
Required Skills & Experience
- Clearance Required: TS/SCI
- Minimum of two (2) years’ experience, within the last 10 years, in property book management within a joint military environment.
- Minimum of one (1) year of experience with Special Operations Forces (SOF) property management, including direct familiarity with MFP 11 and service-common equipment lines.
- Demonstrated understanding of property accountability principles, or a strong willingness and capacity to rapidly learn joint property accountability requirements.
- Willing and physically able to travel (CONUS/OCONUS) in support of JPBO and SOCPAC missions.
- Strong verbal and written skills, with the ability to brief senior leadership and effectively lead synchronization meetings.
- Attention to Detail: Exceptional precision in database management, equipment accountability, and financial audit sampling.
