Management Analyst

This position is in the Office of the Associate Deputy Administrator, Strategy and Policy (S&P), Veterinary Services (VS). The incumbent serves as a Management Analyst "Deputy Chief of Staff" and performs work supporting the S&P Chief of Staff (COS), the Associate Deputy Administrator (ADA) and Executive Director (ED) on sensitive issues that are of a national VS policy level. The employee performs functional assignments, staff coordination, and program management.

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:

Assists the Strategy and Policy Chief of Staff (COS) with the management of information needed to satisfy requests for information (RFI) for the Veterinary Services (VS) Deputy Administrator (DA).

Identifies data required to satisfy RFIs and coordinates with the specific unit Director(s) to collect, organize, edit, and draft a final response.

Assists the Strategy and Policy COS operational planning, and day-to-day management of program operations.

Prepares narratives or reports summarizing findings and providing recommendations.

Assists the Strategy and Policy COS with research, analyses, and composition of materials relating to cross-program issues, or those for which there is no clear program direction.

Assist the Strategy and Policy COS with evaluation, coordination, and consolidation of program requests in terms of long-medium-range planning, and the development of recommendations to support requests.

Develops a clear understanding of each of the Strategy and Policy units to facilitate information transfer efficiently between units.

Drafts or reviews/edits a broad range of information documents used in the policy and decision-making process, under extremely tight deadlines.
