Summary

Oversee agency-wide performance management systems, ensuring compliance with federal regulations and OPM policies while advising leadership on policy implementation and strategic workforce execution.

You will act as the agency's principal technical authority, policy architect, and strategic advisor on all matters related to employee performance management, executive oversight, and regulatory compliance across all Operating Administrations (OAs). This position is responsible for providing advice and subject matter expertise in the administration of performance management. The impact of the work extends across the Office of the Secretary and all Operating Administrations.

The Management and Program Analyst: Evaluates agency-wide performance management system, ensuring full alignment with 5 U.S.C. Chapter 43, 5 CFR 430, and Office of Personnel Management (OPM) policy directives. Leads the operationalization of regulatory reforms, including the implementation of OPM biennial appraisal system certifications, standardized rating distribution caps, mandatory non-SES supervisory critical elements, weighted summary rating derivation formulas, and alignment to a uniform Fiscal Year performance appraisal cycle. Serves as the principal advisor to the Chief and Deputy Human Capital Officer (CHCO) and agency leadership on interpreting, applying, and enforcing 5 U.S.C. Chapter 43 and 5 CFR Part 430. Formulates agency-wide directives (e.g., Departmental Policy Manual 430 updates) to implement statutory and regulatory changes. Directs the preparation, auditing, and submission of the agency's performance appraisal systems for OPM Biennial Certification pursuant to 5 CFR§ 430.210. Establishes compliance auditing protocols to ensure sub-agency appraisal programs meet all OPM system standards. The ideal candidate for this position possesses extensive experience and expertise across both organizational and individual performance management frameworks, bridging policy with enterprise strategy and workforce execution. They should possess expert knowledge of U.S. Office of Personnel Management regulations under 5 CFR Parts 430 and 432, and performance appraisal architectures (critical elements, measurable standards) to establish programs and implement policy and procedures to ensure successful program management.

A government contractor-issued travel card will be issued and must be retained for official business only. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
