Summary
Analyzes and improves VA educational benefits programs by evaluating field feedback, drafting policy, and preparing reports for senior management to enhance service delivery to veterans.
This position is located in the Department of Veterans Affairs, Veterans Benefits Administration (VBA) Education Service. The Service has department-wide responsibility for activities relating to administering VA educational assistance programs to Veterans, Servicemembers, National Guard and Reserve members, and eligible dependents for their military service to the Nation.
Specific duties include: Evaluates suggestions presented by field station personnel and recommends for approval/disapproval depending on the relationship of the suggestion to program objectives, current guidelines. Conducts program evaluation and visits to field stations to assist in improving operations and to identify areas where program directives require modification. Prepares white papers, background briefings and in-depth presentations to assist management in the formulation of procedure and policy decisions. Ability to manage and prioritize multiple assignments concurrently and to execute delivery efficiently and effectively. Identifies potential improvement opportunities, and directly link them to business outcomes. Ability to effectively communicate orally in order to provide cohesive verbal information/briefings to senior level management necessary to facilitate agency-wide decision making. Ability to effectively communicate in writing in order to prepare logical, clear and comprehensible reports, policy, guidance and correspondence. Assists in developing and updating procedural guidance for distribution to field offices. Drafts Advisory Letters and/or training letters, writes briefing papers, and answers Congressional and external stakeholder inquiries. Researches Veteran-specific issues and prepares all necessary administrative materials, correspondence, and justifications detailing reasons for decisions. Formulates and recommends instructions, directives, guidelines, policies, plans or procedures to administer or carry out functions which support operations delivery or supporting delivery of benefits or services to Veterans. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-12, GS-13 FPL. Work Schedule: Full time, Monday through Friday Compressed/Flexible: Available Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval.
