Manager of Terminal Safety

JOB PURPOSE/SUMMARY:

Directs and manages policies, procedures and compliance for health, safety, quality and environmental in Terminal Operations.

ESSENTIAL FUNCTIONS:

Safety:

• Promote the safety of employees and customers by executing operational safety programs.
• Provides safety program reinforcement through the ongoing presence in the terminals, assisting terminal operations supervision with field monitoring and audits of various safety and environmental activities.
• Inspects and monitors work activities for compliance, addresses safety violations timely, and provides the necessary resources and assistance for remedial actions that need to take place.
• Manages the Event Information System (EIS). Leads and assists Origami Data Entry and the Event Information (EIS) process.
• Leads and assists Incident Investigation and Root Cause Analysis.
• Conducts safety statistics reporting, including benchmarking, trending and production of weekly and monthly reports.
• Develop an annual strategic plan to reduce work related incidents.
• Participates in and/or facilitates terminal safety meetings during on site safety management visits.
• Represents safety department by attending various operations and committee meetings. Ensure compliance with the regional safety committee policy and manages the information flow to upper management if necessary.
• May assist regional management in developing regional safety plans through the regional safety committees and operations management.
• Represents company safety program by participation in related industry forums.

Training:

• Conducts and facilitates safety training and manages and monitors training vendors. This includes collaborative development of required regional specific training courses.

Quality & Environment:

• Conducts audits, maintain compliance records and facilitates inspections with responsible agencies.
• Manages environmental compliance in all ports.
• Manages all required permits.
• Reports any observed non-compliance with OSHA, USCG or other terminal safety regulations.

Health:

• Ensures all terminal employees and customers are given the resources to maintain their personal health.
• This includes, but not limited to, respirator fit testing, lead abatement, customized protective equipment, etc.
• Facilitates body ergonomics and flex and stretch programs.
• Assists claims group and HSQE in the information management of the EIS reports.
• Manages Longshore, Jones Act and state Workers Compensation claims.
• Coordinates with Risk Management Group and HSQE in the information management of the EIS Reports.

KNOWLEDGE SKILLS AND ABILITIES:

• Requires background and experience in general safety, terminal, and marine transportation, basic industrial hygiene, incident investigation methods and relevant training topics and techniques.
• Strong knowledge of safety/environmental regulatory requirements, including local, state, and federal regulations.
• Must be able to quickly think of a problem through and make authoritative, autonomous, fair and unbiased decisions.
• Must have a working knowledge of marine transportation.
• Ability to handle confidential and sensitive company/employee information.
• Ability to provide a high level of professionalism and customer service.
• Ability to plan, organize and manage multiple tasks as well as ongoing projects.
• Ability to build strong partnerships and work collaboratively with managers and employees with varying background and cultures.
• Knowledge of internal audit procedures and practices.
• Good command of English language necessary for oral, written and telephone communication.
• Proficient personal computer skills including familiarity with Word, Excel & PowerPoint.
• Resourcefulness and creativity in order to identify and propose course(s) of action to a wide range of safety/environmental issues.
• Requires well-developed interpersonal skills necessary in dealing with departments and employees at all levels of the company, customers and regulators.
• Attention to detail and analytical skills are necessary to evaluate compliance issues encountered during field activities.
• Ability to organize and prioritize workload.
• Public speaking skills necessary in making presentations and providing training to internal and external audiences, as will represent the company to customers.
• Must be able to exercise independent judgement in achieving assigned objectives.
• Must be able to perform duties with minimal supervision.

MINIMUM REQUIREMENTS:

A Bachelor's degree in safety or engineering or similar field is preferred. An appropriate professional certification (CSP), vocational training and/or work experience (5-10 years) may be substituted for formal education. A working knowledge of marine transportation is required. Certifications to train CPR, first-aid, Blood Borne Pathogens Hazwopper and OSHA 30. Four-six (4-6) years of prior safety experience required.

Working Conditions:

Work is performed in a normal office environment with a lot of time spent in the terminal. Must be able to work in terminal and access vessels, barges and, all areas of company property in all types of weather. May be required to work more than a normal workweek, including weekends. Must be able to be on call for all major incidents and emergencies. Travel is required. Regular and predictable attendance is a requirement.
