As a Program Cost Control Analyst – Level 3 (Material Cost Management Analyst – Level 3), you will be pivotal in supporting missions critical to national and global security. This individual will prepare and manage hardware focused budgets that are integrated into program schedules for contract work scope. This position is located in our Redondo Beach CA facility.
In this job, you will:
- Work closely with control account managers (CAMs) to coordinate work package business actions including developing variance analysis report (VAR) narrative and forward plan.
- Perform Earned Value Metric (EVM) tasks including labor headcount actuals versus plan, manage the performance measurement baseline (PMB), prepare change requests (CRs), develop and maintain quantifiable backup data percent complete for budgeted cost of work performed (BCWP), develop risk and opportunity analysis/assessment, create visibility reports, perform analysis and documentation for estimates to complete (ETC).
- Perform analysis utilizing S/4 ERP views, reports and PACE Software.
- Integrate with the program team to assist in the reconciliation of data facilitating an avenue for recommendations to program management/teams to include corrective actions and process improvements.
- Apply knowledge of the DCMA data driven Earned Value Management Systems compliance process and current policy.
- Support internal and external audits and reviews requested by programs / Integrated Product Teams (IPTs), customers as required.

Basic Qualifications:
- Bachelor’s degree with 5+ years of relevant professional experience – OR – Master’s degree with 3+ years of relevant professional experience.
- Will consider an additional 4+ years of experience in lieu of degree.
- Experience with accounting, financial analysis or reporting.
- Understanding of materials and/or manufacturing in a government contracting setting.
- Experience with MS Office Suite. Especially Excel.
- Experience with Earned Value Management (EVMS).
- Ability to communicate professionally and effectively with program team, stakeholders, and various customers.
- Requires an active Top-Secret/Sensitive Compartmented Information (SCI) clearance at time of application.
Preferred Qualifications:
- Degree in Finance, Economics, Accounting or Business Administration.
- Defense industry experience.
- Working knowledge and practical application of Earned Value Management (EVM) and industry standards EIA 748 guidelines.
- Program Cost Control experience.
- Experience with S/4 ERP Grouping Pegging Distribution (GPD).
- Experience with Manufacturing Execution System (MES).
- Experience with FAR/DFAR.
- Proficiency of the following systems or software: Deltek COBRA or similar project management software, Microsoft Project, S/4 ERP, Analysis Office.
- DCMA EVMS audit experience.
- Experience in any of the following disciplines: Procurement, Logistics, Subcontracting, Supply Chain Management, Manufacturing, Production.

Primary Level Salary Range: $94,200.00 - $141,200.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
