Job purpose:

To supervise safe and efficient execution of maintenance program (preventive, corrective, breakdown, and predictive maintenance) repair works for all mechanical systems including static and rotating machinery equipment at respective fuel storage tanks and distribution depots/terminals and LPG plants, whilst ensuring optimum utilization of manpower and material resources. In addition, responsible for liaising with all stakeholders and other maintenance departments to ensure reducing the downtime of the critical systems at depot/terminal and plant facilities in assigned region with full compliance with company AIPS and HSE standards and procedures.

Job specific accountabilities:

Mechanical maintenance supervision
  • Supervises the service, repair and maintenance activities of all mechanical systems and equipment including all pipelines, vessels, valves, transfer pumps, process facilities, air compressors, storage tanks, loading arms and hoses, fire fighting and deluge skids, to ensure that maintenance is carried out in accordance with company standards, proper engineering and technical standards and HSE requirements.
  • Ensures all works are performed in accordance with ADNOC work management system (WMS) requirements including proper hazard evaluations of job safety analyses and risk assessment for specific tasks.
  • Ensures to follow the maintenance strategy and procedure for all the works during the execution.
  • Ensures all the HSECES work orders are completed with compliance and high reliability to meet the company AIPS KPIs.
  • Reviews all daily notifications and work orders received for any mechanical works as required with given priorities.
  • Coordinates with maintenance planning team for planning and scheduling for implementation of required repair and maintenance works to avoid backlogs within grace period.
  • Coordinates with planners and end user’s supervisors during the YTT meetings for all alignment to execute any repairs, replacement, modification, calibration, overhauling carried out by tradesmen to ensure smooth progress of all works.
  • Manages coordination with inspection team in order to carry out regular routine and scheduled inspection and maintenance of all mechanical equipment. Supports inspection of equipment for signs of corrosion, assists in implementing anti-corrosive/protection techniques, maintains records and monitors condition continually.
  • Ensures that all breakdowns in his area of responsibility are attended promptly and equipment is returned to service as soon as possible.
  • Ensures downtime of equipment is minimized in order to provide maximum availability for operations.
  • Utilizes technical expertise in providing troubleshooting of problems on a day-to-day basis.
  • Coordinates with depot/terminal supervisors and LPG operations team on the status of facility, preventive and repair work scheduling, processing of work orders and safety work permits.
  • Handles administrative issues related to the PM & CM works like preparing and generating work orders, release orders, initiating and invoicing after completion of maintenance works (in-house or contracted).
  • Arranges spare parts for the technicians to ensure work is executed with the necessary materials.
  • Supervises and closes work orders in the CMMS system with resources such as labour hours, materials used and failure reports.
  • Regularly conducts toolbox talk meetings with subordinates to reinforce ADNOC lifesaving rules and highlight the risks associated during the work and mitigation plans.
  • Implements the fatigue management process to ensure employee engagement and wellbeing for better work environment and morale boosting.
  • Witnesses the factory acceptance testing (FAT) and site acceptance testing (SAT) in the vendor or supplier premises for new equipment testing and acceptance.
  • Liaises with procurement team and supplier to ensure spares availability by creating release orders and material requests with follow up until payment processing.
Continuous improvement, reporting and analysis
  • Assists in establishing methods, controls and standards for the actual execution of maintenance work.
  • Recommends improvements on work methods and keeps up to date with the latest work techniques and standards. Also, in charge of all mechanical activities during plant shutdown.
  • Prepares total actual cost of works including manpower, equipment, spare parts, and daily work activities, daily overtime of craftsmen, monthly work orders report and submits to maintenance planning section.
  • Evaluates man hours and costs on individual, maintenance and modifications to ensure optimum utilisation of manpower and material resources in implementation of scheduled maintenance programs.
Contract management
  • Prepares scope of work for third party works, inspects work done, and prepares completion certificates.
  • Coordinates third party work at site including obtaining permit to work and ensures the conditions of work permit is satisfactorily implemented.
  • Controls and monitors third party contractors in the execution of contracts and price agreements. Conducts inspections to ensure safety and quality of work is maintained in line with stringent ADNOC distribution standards. Prepares report on annual contractor’s evaluation.
Inventory management
  • Reviews and monitors spare part inventory and recommends additional parts to be stocked and advises on minimum and maximum stock levels.
New projects
  • Supports team leader in new project and modification proposals review, pre-commissioning/commissioning activities and conducting HAZOP, HSEIA, HAZID and risk assessments as and when required.
Other
  • Responsible for coordinating with HSE, instructing and training technicians and ensuring that job is carried out in the safest way with the least risk possible.
  • Maintains records of all company assets at depot/terminals, LPG plant in Al Ain and advises on condition of assets for write-off and prepares technical report for any write-off applications.

Qualifications, experience, knowledge & skills:

  • Diploma in Mechanical or equivalent.
  • 5 years experience in mechanical maintenance department in oil and gas industry or petrochemical industry.
