Summary

Lead mental health services for a government agency, overseeing program delivery, staff management, and compliance with healthcare regulations.

Under supervision of the VP of Strategic Innovation, the Head of Service is responsible for overseeing clinical and administrative operations, ensuring high-quality, trauma-informed, and culturally responsive mental health services are delivered in alignment with the agency’s mission and community needs. The Head of Service will provide clinical supervision, strategic planning, staff development, compliance oversight, and program evaluation.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Leadership & Program Management

  • Adheres to El Concilio California policies and procedures per the agency employee manual.
  • Oversee the day-to-day operations of the Behavioral Health Department, including outpatient mental health, crisis intervention, and community-based programs.
  • Develop, implement, and monitor program goals, policies, and procedures in accordance with best practices and regulatory requirements.
  • Lead and supervise a multidisciplinary team of clinicians, case managers, and support staff.

Clinical Oversight

  • Provide direct clinical supervision and consultation to licensed and unlicensed staff, ensuring compliance with licensing board requirements (e.g., BBS).
  • Ensure high standards of clinical care, including quality assurance, outcome measurement, and ethical service delivery.
  • Oversee clinical documentation, audits, and data reporting for internal and external stakeholders.

Strategic Planning & Development

  • Collaborate with senior leadership to develop and implement strategic initiatives that support organizational growth and service delivery.
  • Identify opportunities for program expansion, funding, and community partnerships.
  • Stay current with emerging trends in behavioral health and integrate innovations into program design.

Compliance & Quality Assurance

  • Ensure compliance with federal, state, and local regulations, including HIPAA, Medi-Cal, and other funding requirements.
  • Lead audits, accreditation efforts, and performance improvement initiatives.
  • Monitor program outcomes and use data to drive continuous improvement.

Community Engagement & Collaboration

  • Represent the organization in community forums, task forces, and partnerships related to mental health services.
  • Cultivate relationships with funders, service providers, and public agencies to enhance coordination of care.
