Credence has an immediate opening for an Operations Management (Facility Mgmt.) at the senior level to support the Operations Management (OM) Division (AFLCMC/WAO/WBO) provides support to both PEOs for the F&AA and WB Directorates under the umbrella of organize, train, and equip, providing a direct link between the Directorates with HQ AFLCMC, HQ AFMC, and installations at Wright Patterson Air Force Base, OH.
This support includes administrative functions such as freedom of information act, records management, training, awards and decorations, as well as oversight for Management Information Systems (MIS) and Information Technology (IT), and Automated Data Processing Equipment (ADPE) inventory. Additionally, the division provides direct facility support and human resource management for both Directorates. The division serves as the senior functional for all non-functionally aligned resources owned by both the F&AA and WB Directorates.
Responsibilities include, but are not limited to the duties listed below:
- Serve as the Real Property Building Manager (RPBM) and assist in providing care, custody, and protection of assigned real property in accordance with AFI 23-111, Management of Government Property in Possession of the Air Force.
- Implement systems and procedures to protect personnel, property, and information within buildings, grounds, and parking areas at WPAFB occupied by F/B Directorate personnel.
- Detect, log, resolve, and notify the Government of conditions that could interrupt facility support, and assist with facility or environmental shutdowns, including operating procedures for facility and HVAC systems.
- Assist in maximizing facility readiness through contingency planning, emergency response, military exercise coordination, safety, security, and facility support activities.
- Provide response within 30 minutes when notified of an emergency outside normal duty hours and remain on site until the emergency is under control.
- Provide physical security for assigned buildings, including opening and securing work areas, escorting personnel without routine access to secured or controlled areas, and supporting maintenance personnel access as appropriate.
- Support building physical security systems, including periodic effectiveness reviews, recommendations for improvements, and implementation of Government-directed changes related to card key access systems and replacement components.
- Place emergency and routine calls to CE customer service for facility maintenance; emergency calls shall be made within one hour of customer notification or inspection identification, and routine calls within 24 hours.
- Prepare AF Form 332, Base Civil Engineer Work Request, for minor construction projects within 72 hours of notification, coordinate with CE program managers, and initiate self-help projects in accordance with WPAFB Publication 32-2, Real Property Building Manager Pamphlet.
- Report deficiencies in environmental systems, known safety problems, and routine maintenance requirements; recommend corrective actions and assist the RPBM with necessary service requests.
- Oversee USAF energy management policy, including weekly facility walk-throughs and HVAC inspections in accordance with WPAFB Pamphlet 32-2, Chapter 3, Energy Management.
- Inspect facilities for potentially hazardous materials in accordance with WPAFB Pamphlet 32-2, Chapter 4, Environmental Management, and notify CE or submit AF Form 332 when hazardous or environmentally damaging conditions are identified.
- Monitor environmental support systems, including utility systems such as HVAC, water, steam, and electricity.
- Assist in conducting daily facility inspections for fire hazards, schedule annual fire drills, coordinate F/B Directorate evacuation procedures, and support base fire marshal activities for environmental conditions, system access, inspections, and exercises.
- Establish building security procedures for the control and issue of building and office keys in accordance with WPAFB Pamphlet 32-2, Chapter 6, Building Security, including AF Form 1297 issuance and recovery of keys when personnel depart.
- Provide inventory control and resource protection services, including custodial care of equipment, furniture, and furnishings; inventory support; furniture replacement planning; relocation and reconfiguration project tracking; supply coordination; document library maintenance; storage tracking and movement of reusable equipment using Government resources.
- Work with the Government lead and CE on system furniture management, layouts, and on-site facility-related problem resolution, coordinating with CE, manufacturers, vendors, F/B Directorate managers, building tenants, and the COR to plan, schedule, and install facility modifications.
- Keep the OM chief and facility Government lead approved of facility issues, attend OM weekly meetings, brief F/B Directorate leadership monthly, and ensure no single point of failure for facility management coverage of AFLCMC/WA/WB buildings during normal business hours.
- Handle all official records in accordance with AFI 33-322, Records Management and Information Governance Program.
Requirements
Education, Requirements and Qualifications:
- Must have at least an active or current top-secret security clearance verifiable in the Defense Information for Security (DISS).
- Master’s or Doctorate Degree in a related field and ten (10) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoD;
- OR Bachelor’s Degree in a related field and twelve (12) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoD;
- OR fifteen (15) years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight (8) years of which must be in the DoD.
