Operations Project Manager

Summary

Manages operations, maintenance, and staff for a navigation project including a lock, dam, and public lands, ensuring safe navigation and environmental stewardship.

About the Position: Serves as the Operations Project Manager (OPM) for the Kaskaskia Navigation Project which includes the Jerry F Costello Lock and Dam, 36 miles of channel, 2,900 acres of public lands, recreation visitor access areas, campgrounds, threatened and endangered species, forest management, operations and maintenance buildings and grounds, and outreach and education programs. Position primarily responsible for leadership of crew.

Responsible for the overall management and coordination of the complex programs and functions for the infrastructure and public lands comprising the Kaskaskia Navigation Project.

Manages the execution of all missions at the Project, to include navigation, environmental stewardship, and recreation.

As Operations Project Manager, utilizes a high degree of managerial ability and technical knowledge to plan, assign, direct, and review work operations of employees, and contractors.

Consults with key staff members to develop efficiencies, improvements, solutions to problems, resolution of operational and engineering challenges, coordinate work efforts, and assure optimum mission accomplishment.

Manages operations and all disciplines of general maintenance and repairs for multipurpose dam, spillway, navigation locks, public lands, recreation features, and project buildings and grounds.

Responsible for overall operation of the locks and dam in a safe and efficient manner that is consistent with all prudent provisions of the Inland Marine Transportation System (IMTS) guidance and processes.

Supervises the Natural Resource program of the project.

Manages a Facilities Program and, through district engineering staff, makes field level determinations on engineering matters concerning improvements or additions to existing project facilities.

Conducts personnel administration by assigning work; recommending promotion or reassignment of subordinate employees and supervisors; making formal appraisals or work performance and determining training needs for all levels of subordinate workers.
