Summary

Supervises a nationwide civil-works program team, managing budgets, performance metrics, and automated systems to ensure compliance with federal requirements.

About the Position: This supervisory position is located at Headquarters, U.S. Army Corps of Engineers, Directorate of Civil Works, Washington, DC. The incumbent leads the Program Execution and Controls Team, overseeing nationwide Civil Works program resources, performance analysis, automated program management systems, policy development, and performance metrics. Position is location-negotiable upon selection to any of the approved worksites.

Leads the Civil Works Program Management and Performance Team, overseeing nationwide appropriations, resources, and program execution for the Civil Works mission.

Directs Civil Works budgets, appropriations, work allowances, and resource allocations to ensure compliance with Army, OMB, and Congressional requirements.

Evaluates program execution, analyzes performance trends, develops metrics, and recommends actions to improve Civil Works program effectiveness.

Oversees automated program management and budgeting systems that support budget formulation, resource management, program execution, and performance reporting.

Coordinates with Army leaders, OMB, Congress, Regional Integration Teams, and stakeholders on Civil Works policies, funding, and program execution.

Supervises staff by assigning work, evaluating performance, developing employees, resolving personnel issues, and ensuring compliance with Army and USACE policies.

Plans, directs, organizes, and manages the Corps of Engineers Water Resource Development Program.

Manages appropriations, General Investigations (GI), Construction General (CG), Operations and Maintenance, Flood Control, Mississippi River and Tributaries, General Expense (GE), other supplemental accounts.
