Pre-Construction and Project Start-up Senior Project Manager
Summary
Senior project manager at construction firm EBC who plans and directs the pre-construction and start-up phases of building projects — reviewing design packages, securing permits and utility agreements, setting schedules, drafting subcontracts, and mentoring junior staff — to deliver projects on time, on budget, and to quality standards. Key tools: MS Office and MS Project.
- Read the technical and administrative specifications of the project to be executed;
- Acquire the necessary technical and administrative information from the persons, authorities, agencies, utility partners involved during the submission;
- Obtain, review and enhance design packages and blueprints and specifications for construction with attention to costing, quality and schedule and compare them to bid plans;
- Report on design, permitting and construction changes to management, project team and other professionals;
- Mentor and develop junior staff members, providing guidance on project management best practices and career growth;
- Lead projects in uncharted territory, developing innovative solutions when traditional approaches may not be sufficient;
- Obtain licenses and permits as needed for the execution of the work;
- Draft contracts and agreements, negotiate terms and award them to subcontractors;
- Establish the schedule (dates, main stages of design, permitting during pre construction and develop construction, constraints, methodology) and or the critical path of the project and monitor it weekly;
- Inform and work with the superintendent on the logistics, quality and schedule of the project and discuss with him and the director and vice president of the proposed methods;
- Place orders for critical materials, negotiate prices and prepare contract documents, in collaboration with the construction manager, for subcontractors;
- Coordinate and participate in various meetings;
- Establish and maintain a professional and continuous positive rapport with the client, etc.
Requirements
- Bachelor's degree in a relevant field like construction management or engineering or equivalent,
- Relevant 10 to 15 years’ experience in pre construction, permitting and construction project management;
- Strong leadership and communication skills and heavy experience with local GTA authorities, agencies and consultants;
- Master of MS Office and MS Project software;
- Shows initiative and leadership;
- Strong management, negotiation, communication and problem-solving skills;
- Must be eligible and able to obtain a Federal Security Clearance.
- In depth experience and knowledge in dealing with municipalities planning and building departments, especially Toronto and the surrounding GTHA;
- In depth experience in dealing with various utility agencies service agreements for both permanent and temporary works;
- In depth experience in managing the design process.
