Principal Technical Program Manager, Foundational Services

As a Principal Technical Program Manager within Foundational Services, you will lead complex, cross-functional initiatives focused on vendor strategy, spend optimization, contract governance, and portfolio management. You will partner with Product Line Leaders, Finance, Vendor Management, Sourcing, Legal, and Technology stakeholders to drive commercial outcomes while balancing cost, risk, service quality, and strategic objectives. Your advanced analytical reasoning, financial acumen, and ability to influence across organizations will enable you to translate business, technical, financial, and operational priorities into actionable programs that deliver measurable results. In this role, you will help shape governance practices, improve transparency into vendor performance and spending, and establish scalable operating mechanisms that support long-term portfolio management objectives.

This position is subject to Section 19 of the Federal Deposit Insurance Act. As such, an employment offer for this position is contingent on JPMorganChase’s review of criminal conviction history, including pretrial diversions or program entries.

Job Responsibilities

  • Develop and implement strategic portfolio management plans aligned with organizational goals, overseeing complex initiatives focused on vendor strategy, spend optimization, contract governance, and commercial performance.
  • Use enterprise-authorized AI capabilities within the work environment to accelerate portfolio planning, spend analysis, dependency identification, risk synthesis, and executive-ready reporting while validating outputs and handling data according to sensitivity requirements.
  • Own the Foundational Services vendor spend efficiency agenda, identifying, prioritizing, and tracking cost optimization opportunities across a broad portfolio of products and services.
  • Lead proactive contract renewal planning, partnering with Vendor Management, Sourcing, Finance, and Legal to coordinate commercial reviews, negotiation strategies, risk assessments, and execution plans.
  • Establish and maintain vendor strategies across product domains, including vendor rationalization, consolidation opportunities, demand management initiatives, and service-level optimization.
  • Foster strong relationships with stakeholders and cross-functional teams, providing leadership, governance, and decision-making frameworks that drive beneficial outcomes.
  • Drive commercial optimization initiatives through benchmarking, pricing model analysis, consumption management, license optimization, rate-card reviews, and identification of duplicative services.
  • Establish governance forums and operating cadences for spend management, contract oversight, vendor performance reviews, and executive reporting.
  • Collaborate with Finance to establish spend baselines, validate savings and cost avoidance opportunities, forecast financial impacts, and track benefits realization.
  • Champion continuous improvement by identifying process optimization opportunities, enhancing portfolio analytics and reporting capabilities, and adopting best practices that improve transparency and decision-making.
  • Promote reuse-first, AI-assisted practices for portfolio governance and continuous improvement routines while ensuring appropriate human review and compliance with delivery standards.

Required Qualifications, Capabilities, and Skills

  • 7+ years of experience or equivalent expertise in technical program management, portfolio management, technology finance, vendor management, sourcing, commercial management, or related disciplines within large organizations (NAMR/APAC-India/LATAM/Hong Kong)
    Formal training or certification in program management, portfolio management, finance, sourcing, vendor management, or related disciplines with advanced applied experience (EMEA/LATAM-Brazil), Singapore follows local country guidance
  • Demonstrated experience using enterprise-authorized AI capabilities within the work environment to support portfolio management, financial analysis, governance, and reporting workflows with strong validation habits and awareness of data sensitivity.
  • Ability to review and validate AI-assisted plans, risks, recommendations, financial analyses, and reporting outputs before use, escalating when appropriate and following data handling requirements.
  • Advanced analytical reasoning skills with the ability to synthesize spend, contract, operational, and financial data into actionable recommendations and strategic decisions.
  • Strong understanding of vendor commercial constructs, including licensing models, consumption-based pricing, renewal terms, volume tiers, benchmarking methodologies, notice periods, and contractual obligations.
  • Proven ability to lead through change, manage complex dependencies, and drive execution across multiple stakeholders in dynamic environments.
  • Experience delivering measurable cost optimization, savings, cost avoidance, or operational efficiency initiatives supported by disciplined governance and benefits realization practices.
  • Advanced expertise in stakeholder management, establishing productive partnerships and influencing outcomes across Product, Engineering, Operations, Finance, Sourcing, Vendor Management, and Legal organizations.
  • Strong executive communication skills, including governance leadership, concise written communications, presentation development, and issue escalation management.
  • Advanced proficiency with Excel and experience leveraging analytical and business intelligence tools such as Power BI, Tableau, SQL, Power Query, Alteryx, Python, or comparable technologies.

Preferred Qualifications, Capabilities, and Skills

  • Experience supporting Foundational Services, infrastructure platforms, enterprise tooling, end-user services, managed services, security services, or similar technology domains.
  • Experience operating in a regulated environment with exposure to third-party risk management, resiliency requirements, vendor performance management, and governance controls.
  • Demonstrated success building scalable operating mechanisms such as renewal pipelines, vendor scorecards, quarterly business reviews, category strategies, and portfolio governance frameworks.
  • Strong understanding of infrastructure, technology operations, and enterprise service delivery cost drivers, including capacity, utilization, consumption patterns, entitlements, and service levels.
  • Experience developing executive-level portfolio dashboards, financial reporting, and strategic planning materials for senior leadership.
