Procurement Assistant Director-Construction

Given the significantly increased construction projects and capability gap within Procurement in the construction area, this recruitment requirement is then initiated.

Positioning / 岗位定位:

作为集团全球采购团队的核心成员，负责施工建设品类的战略采购与端到端商务管理，覆盖新建、改扩建及存量设施升级项目，包括土建、机电安装、洁净厂房、装饰装修、消防、公用工程及相关专业工程。通过采购策略、招标定标、合同谈判、成本控制、变更索赔管理及供应商绩效管理，支持集团工程项目在安全、质量、进度、合规与投资预算目标下交付。

As a core member of the global procurement team, lead strategic sourcing and end-to-end commercial management for construction categories across greenfield, expansion, renovation, and facility-upgrade projects, including civil works, MEP installation, cleanrooms, fit-out, fire protection, utilities, and related specialist works. Through sourcing strategy, tendering, contract negotiation, cost control, change and claim management, and supplier performance management, enable project delivery against safety, quality, schedule, compliance, and CAPEX objectives.

Responsibilities / 岗位职责

战略采购与品类管理：制定并执行施工建设品类采购策略，结合项目类型、区域市场、承包模式及供应风险，确定总包、专业分包、框架协议或其他适用的采购路径；建立施工承包商及专业供应商资源池，并推动区域协同和规模化采购。

Strategic sourcing and category management: Develop and execute sourcing strategies forconstruction categories. Select appropriate procurement routes based on project type, regional market, contracting model, and supply risk, including general contracting, specialist subcontracting, framework agreements, or other fit-for-purpose models. Build qualified contractor and specialist supplier pools and drive regional leverage and procurement scale.

招标与商务评审：主导从采购计划、资格预审、RFP/RFQ、现场踏勘、答疑澄清、商务评标、谈判至定标的全过程；协同工程、设计、造价、项目管理、EHS、质量、法务及财务团队，确保技术边界、工程量清单、报价基础及评审标准清晰一致。

Tendering and commercial evaluation: Lead the full process from procurement planning, prequalification, RFP/RFQ, site visits, bidder clarification, commercial evaluation, negotiation, and award. Partner with engineering, design, cost, project management, EHS, quality, legal, and finance teams to align technical boundaries, bills of quantities, pricing assumptions, and evaluation criteria.

合同谈判与风险控制：负责施工合同及相关商务附件的谈判和签署，重点管理合同范围、计价模式、付款条件、履约担保、保险、工期、质量责任、违约责任、变更机制、索赔、暂停与终止等关键条款；识别并降低范围不清、界面遗漏、价格敞口及履约风险。

Contract negotiation and risk control: Lead negotiation and execution of construction contracts and commercial schedules, with focus on scope, pricing model, payment terms, performance security, insurance, schedule, quality obligations, liquidated damages, change control, claims, suspension, and termination. Identify and mitigate scope ambiguity, interface gaps, price exposure, and performance risk.

成本与投资控制：建立目标成本、市场对标及TCO分析，审查报价构成、工程量、综合单价、措施费及暂估项；支持价值工程和设计优化，在不影响安全、质量、GMP要求及项目功能的前提下降低全生命周期成本。

Cost and investment control: Establish target costs, market benchmarks, and TCO analyses. Review price build-ups, quantities, unit rates, preliminaries, and provisional sums. Support value engineering and design optimization to reduce lifecycle cost without compromising safety, quality, GMP requirements, or project functionality.

变更、签证与索赔管理：建立采购侧变更控制和商务台账，参与工程变更、现场签证、进度款、结算及索赔审核；推动事实依据、授权流程、价格计算和责任界面完整可追溯，防止未授权施工及预算失控。

Change, variation, and claim management: Establish procurement-side change controls and commercial logs. Participate in review of design changes, site instructions, progress payments, final accounts, and claims. Ensure traceable facts, approvals, pricing calculations, and responsibility boundaries, and prevent unauthorized work and budget leakage.

供应商管理与项目协同：负责承包商寻源、尽调、准入、分级、绩效及退出管理；跟踪关键合同履约、质量、EHS、进度、资源投入和分包管理表现，组织供应商绩效回顾及纠偏，支持重大问题升级与解决。

Supplier management and project collaboration: Manage contractor sourcing, due diligence, qualification, segmentation, performance, and exit. Monitor critical contract performance, quality, EHS, schedule, resource deployment, and subcontractor management. Conduct supplier reviews, drive corrective actions, and support escalation and resolution of major issues.

合规与治理：确保采购活动符合公司授权矩阵、招标采购制度、反腐败、利益冲突、数据完整性、审计及ESG要求；对于受GxP影响的建设项目，协同质量及工程团队落实适用的验证、变更和文件控制要求。

Compliance and governance: Ensure sourcing activities comply with the company delegation of authority, procurement policies, anti-corruption, conflict-of-interest, data-integrity, audit, and ESG requirements. For GxP-impacting construction projects, partner with quality and engineering teams to implement applicable validation, change-control, and documentation requirements.

Requirements / 任职要求:

教育背景：本科及以上学历，工程管理、土木工程、建筑环境与能源应用工程、电气工程、造价、供应链管理或相关专业；具备工程、造价、项目管理或供应链相关专业资质者优先。

Education: Bachelor’s degree or above in Construction Management, Civil Engineering, Building Services/Mechanical Engineering, Electrical Engineering, Quantity Surveying, Supply Chain Management, or a related discipline. Relevant professional qualifications in engineering, cost, project management, or supply chain are preferred.

工作经验：5-8年采购或工程商务经验，其中至少3年以上施工建设、工程承包或CAPEX项目采购经验；具有制药、生物医药、洁净厂房、数据中心、半导体或其他高规范工业项目经验者优先；具备带领区域/全球品类管理及团队经验者优先。

Experience: 5-8 years of procurement or construction commercial experience, including at least 3+ years in construction, engineering contracting, or CAPEX project procurement. Experience in pharmaceutical, biopharmaceutical, cleanroom, data-center, semiconductor, or other highly regulated industrial projects is preferred. Regional/global category management and team leading experience are also preferred.

专业能力：熟悉施工招投标、工程量清单、成本测算、合同计价、工程变更、进度款、结算与索赔管理；能够识别施工范围、技术接口、付款担保、工期及履约风险。熟悉总价、单价、成本加酬金、设计施工一体化及EPC等常见合同模式。

Professional capability: Strong knowledge of construction tendering, bills of quantities, cost estimation, contract pricing, variations, progress payments, final accounts, and claim management. Able to identify risks related to scope, technical interfaces, payment security, schedule, and performance. Familiar with common contracting models including lump sum, unit rate, cost-plus, design-build, and EPC.

采购与分析能力：精通战略采购方法、供应市场分析、竞争性谈判和合同风险控制；具备较强的数据分析能力，能够使用ERP、Excel及SAP等工具开展成本拆解、报价比较和管理报告。

Procurement and analytics: Proficient in strategic sourcing, supply-market analysis, competitive negotiation, and contract risk control. Strong analytical capability using ERP, Excel, SAP, or equivalent tools for cost breakdowns, bid comparisons, and management reporting.

项目与跨部门协同：能够独立牵头中大型建设采购项目，管理采购里程碑、关键路径、风险清单和决策机制；能与工程、设计、项目管理、EHS、质量、法务、财务及现场团队有效协作，并与承包商管理层开展商务沟通。

Project and cross-functional collaboration: Able to independently lead mid-to-large construction sourcing projects, managing procurement milestones, critical paths, risk registers, and decision governance. Effective in partnering with engineering, design, project management, EHS, quality, legal, finance, and site teams, and in engaging contractor senior management.
