Program Analyst
Summary
Analyzes and improves U.S. State Department programs supporting diplomats' families, drafting policies and tracking program goals with internal tools.
This position is located in the Bureau of Human Resources, Office of Talent Services, Employment Programs Branch (HR/TS/EP). The incumbent develops and implements planning and evaluation tools and processes to ensure the effectiveness of the Foreign Service Family Reserve Corps' (FSFRC) program operations or the Appointment Eligible Family Member (AEFM) processing pilot program.
Directs, implements, coordinates, and/or oversees one or more of a variety of management procedures impacting the FSFRC or AEFM processing of personnel actions.
Plans and conducts special studies providing advice to management, developing, and evaluating policies to include determining the applicability/effect of new or proposed legislation, executive orders, departmental directives and agency decisions.
Drafts comments, impact statements, and recommendations on program issuances for consideration by management at various levels.
Develops, implements, and monitors information systems that focus on Bureau progress in executing long and short-range plans, implementing policies, and managing programs by tracking the accomplishment of goals, objectives and priorities.
Represents HR/TS at meetings and conferences advocating organizational views and policy positions and develops applicable oral and written reports for management.
