Program Analyst

About the Position: This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)). This position may be eligible for situational telework as determined by the agency policy.

Provide technical leadership for assigned MCFP program evaluation and research activities, ensuring efforts are aligned with organizational priorities and produce evidence to inform policy, program oversight, and strategic decision-making.

Develop and manage research and program evaluation projects in collaboration with internal and external stakeholders and research partners to address emerging issues, evaluate program effectiveness, and support organizational priorities.

Provide expert advice to program managers and leadership on research design, program evaluation, and the application of research findings to improve policies, programs, and services supporting Service members and their families.

Analyze research findings, demographic data, and emerging social and military trends to identify emerging issues and opportunities.

Develop evidence-based recommendations, executive briefings, issue papers, and other decision-support products for senior leadership.

Provide oversight of assigned research and program evaluation activities to ensure methodological rigor, policy relevance, and the timely delivery of high-quality research products.

Establish and maintain collaborative partnerships with internal and external stakeholders to advance research priorities, strengthen program evaluation efforts, and communicate research findings to leadership and other key audiences.
